The Human Resources Specialist provides human resources administrative services related to recruiting, compensation analysis, talent management, benefits, payroll, staff development and training, employee relations, and organizational development for the Illinois Chapter. The Specialist will play a key role in advancing the Chapter’s work around diversity, equity and inclusion – work that touches all aspects of the Illinois Chapter, from recruiting, to creating an inclusive working environment, to how the organization engages with community partners. This position is an ideal role for an individual seeking a growth opportunity within the human resources function and beyond. Over time and assuming a high level of performance and mutual interest, the Specialist may have the opportunity to acquire skills related to financial management and operations.

Areas of Responsibility: 

The Human Resources Specialist is responsible for leading, administering and maintaining HR systems, programs, procedures and plans in accordance with TNC’s policies and procedures. In this multi-faceted role, the Specialist will be the “go to” person in terms of assisting Illinois Chapter staff with a wide spectrum of HR-related issues. The Specialist will report to the Deputy Director.

RESPONSIBILITIES AND SCOPE 

  • Leads the Illinois Chapter’s recruiting process, including working with staff to develop position descriptions, posting descriptions widely to ensure a robust and diverse applicant pool, handling correspondence with candidates, assisting with interview preparation and scheduling, handling reference checks, and updating all necessary records in PeopleSoft.
  • Conducts proactive outreach and sourcing of candidates as part of the recruiting process. Attends job fairs and builds diverse networks to expand and diversify candidate pools.
  • Oversees all tracking for outreach and recruitment in compliance with applicable federal and state law.
  • Serves as the point person for the Chapter’s participation in TNC’s Next Practice Recruiting Pilot and adopts and advances recommendations related to recruitment as part of the Pilot.
  • Develops processes for measuring the efficacy of recruitment strategies and implements new approaches as needed to continually diversify and strengthen our applicant pool for all positions.
  • Responsible for maintaining accurate personnel files in both PeopleSoft and hard copy files, updating files, and securing and storing missing information such as up to date position descriptions.
  • Functions as the point person for processing all new hire paperwork and employment changes, including but not limited to, changes in salary, position, title, FMLA, and employment status.
  • Develops an engaging, comprehensive process for onboarding new employees that complies with all relevant TNC policies and procedures. The process shall be easy to use for all Illinois Chapter staff to access when onboarding new staff and will include preparation of orientation schedules and new hire materials.
  • Manages the off-boarding process that complies with all relevant TNC policies and procedures.
  • Regularly undertakes an equity analysis of Chapter salaries and grades and recommends changes, when necessary.
  • Works closely with the Deputy Director to adjust allocation of the annual merit pool in a way that rewards performance and addresses other goals as determined by the Chapter Management Team.
  • Handles all variable pay requests related to compensation.
  • Maintains up to date leases for all Conservancy housing and oversees proper disclosure for new tenants.
  • Drives the annual review and objective setting processes across the Chapter.
  • Tracks and ensures that all six-month annual reviews are completed and properly recorded;
  • Advances a regular process for staff development and training across the Chapter. Tracks staff development on an individual basis to ensure that all Chapter employees avail themselves of opportunities to grow and develop as part of their career at TNC.
  • Manages contract, term, and seasonal employee schedules, ensuring that terminations and extensions occur in a timely fashion and comply with TNC policies and procedures
  • Oversees maintenance of all records related to reported injuries on the job, including compliance with OSHA and State of Illinois reporting requirements. Assists staff, as needed, when reporting workers’ compensation claims.
  • Responsible for maintaining and handling highly sensitive employee data.   
  • Responds to routine employee/management questions and problems based on developing knowledge of aspects applicable to the subject area.  
Educational Background: 
Bachelor’s degree or 3 years HR related work experience or equivalent combination.
Skills/Experience: 
  • Experience responding to HR related questions and problems from employees/management.
  • Experience in one or more of the following areas: database management and spreadsheet software; constructing and producing reports; data input, manipulation and analysis.
  • Experience working with MS Office software, including Word, Excel, Access and PowerPoint

DESIRED QUALIFICATIONS

  • Experience with Oracle’s PeopleSoft software platform
  • Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
  • Solid knowledge of word processing, database management, and spreadsheet software, with ability to construct and produce reports, data input, manipulation, and analysis.
  • Broad understanding of fundamental HR concepts, processes, and services.
  • Strong organizational skills and attention to detail.
