FHI 360 seeks qualified candidates to fill the “Senior Human Resources Officer” position opened for its Office in Burundi.

This position is responsible for setting strategic human resource direction for the Burundi office; providing oversight and management to ensure the office is operationally efficient and effective.  The position holder will develop a thorough understanding of the offices’ requirements regarding human resources. S/he will partner with senior project leadership to identify talent gaps and address the needs of staff. The Senior HR Officer will be responsible for ensuring procedures and policies are in place and are adhered to in the office.

The “Senior Human Resources Officer” will report to the Country Director.

Areas of Responsibility: 
  • Ensure that country adheres to employment standards, HR policies and FHI 360 policies and procedures;
  • Support the development of personnel policies working closely with the regional and HQ HR and manage and implement personnel policies and procedures;
  • Oversee recruitment, selection and onboarding of all employees;
  • Maintain and prepare all personal files, ensuring that all information about each staff is up-to-date accurate and filed;
  • Prepare and disseminate internal and external vacancy publications and liaise with candidates and management at different stages of the recruitment process;
  • Initiate and follow up on reference checks, ensure that other background checks are performed;
  • Update information on all staff member and manage different types of employment contracts;
  • Benefits administration, Payroll processing and staff compensation;
  • Counsel and advice to staff on personal and work-related issues including providing guidance and direction to management team and employees on human resource related topics;
  • Develop, manage and implement personnel policies;
  • Work with staff and management to facilitate staff development and training opportunities;
  • Communicate and ensure compliance and consistency with office practices and policies and compliance with all employment-related laws;
  • Perform any other related duties/ responsibilities as may be assigned.
Educational Background: 
University Bachelor's degree in Business Administration, Social Sciences or its recognized equivalent.
Skills/Experience: 
  • Must have a working knowledge and be current with all relevant employment-related laws
  • Broad knowledge and experience in employment law, compensation, benefits administration, organizational planning and development, employee relations, safety, training and development and office administration
  • Must have good computer skills in Microsoft Office applications and HRIS programs
  • Must be accurate and efficient, high energy, comfortable performing multifaceted projects in conjunction with day-to-day activities
  • Strong oral and written communication skills. Superior interpersonal and coaching skills including patience and ability to work well with staff at all levels
  • Evidence of the practice of a high level of confidentiality and excellent organization skills
  • Demonstrated ability to successfully participate on senior management teams that provide leadership and strategic direction
  • Excellent analytical skills and good reasoning abilities and sound judgment
  • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
  • Ability to develop effective work plans and priorities in order to meet business objectives.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal or no supervision.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Superior public relations and diplomacy skills and experience.
  • Excellent critical thinking and problem-solving skills to plan, organize, and manage resources for the successful completion of projects.
  • Experienced at motivating, influencing and collaborating with others.
  • Ability to speak the country’s language and demonstrate sensitivity.
  • Be a Burundian national or possess a Burundi’s valid work permit.
  • Minimum of 5-7 years’ experience in human resources with increasing responsibility.
  • Other relevant professional/management certifications, familiarity with donor-funded rules and regulations would be an advantage. 
  • Must be able to read; write and speak fluent English and French.
  • Experience of HR in the international organization is an advantage.
  • Experience must reflect the knowledge, skills and abilities listed above.
