This position is responsible for the coordination P&C operations and systems for grants and PNs, specifically focusing on recruitment, performance management, staff development, staff benefits, compensation/payroll administration, OurPeople Administration, performance reporting and analysis, staff relations and general WVB P&C/HR administration in alignment with WV mission, vision, Core Values and WVB National Office Strategy. The business partner will be required to execute an orientation and on-boarding strategy that will enable staff to understand Our Promise and its implications on World Vision work in fragile contexts.

Areas of Responsibility: 

Business Partnering on Human Resources process and systems

  • Acts as a single point of the contact for the employees and managers for the designated departments
  • Proactively supports the delivery of HR Processes in each Department
  • Manage change management projects cross-functionally
  • Builds a strong business relationship with the internal client
  • Actively support line managers to identify gaps, proposes and implement changes necessary to lover risks
  • Facilitate the management team to bring best solutions for employees
  • Implement talent management initiatives and succession plans for key talents and key job positions
  • Periodic review of the organizational structures with line managers and proposes changes

People & Culture Analysis and Reporting

  • Provide and ensure quality and timely submission of the Human Resources monthly report as agreed based on the Human Resources Division dashboards and the World Vision Human Resources LEADER scorecard
  • Support in monitoring the Human Resources Division budget utilization on quarterly basis.

World Vision Burundi Staffing Solution: (Recruitment, Orientation and Onboarding)

  • Human Resources Business Partnering with World Vision Burundi hiring managers to assess and observe the World Vision Burundi Human Resources Division recruitment compliance, orientation and onboarding services
  • Develop and monitor the World Vision Burundi workforce plans and recruitment plans to ensure timely implementation in accordance to World Vision Human Resources standards,Human Resources LEADER score card and World Vision Burundi budgets
  • Provide technical support and/or coordination support in recruitment, orientations and onboarding operations with World Vision Burundi Human Resources recruiters and respective hiring managers. These includes facilitating the orientation process of new staff and ensure that Human Resources core documents are signed and filed (i.e. Police Background checks, Disclosure form/conflict of interest, Child protection, Employee Code of conduct, Core values, mission, vision & employee manual.)
  • Participate in staff interviews sessions when required and provide guidance to the interview panel members or World Vision Burundi Human Resources recruiters on the required compliance of World Vision recruitment standards of integrity and transparency.
  • Participate in the project proposal development process when required with the Human Resources Specialist Grants to capture staffing needs for recruitment planning and early warning recruitments.
  • Regularly review, audit and improve interview reports/minutes and interview assessment tests tools and documentation used for World Vision Burundi recruitment processes.

Staff Development

  • Provide support to line managers on Capacity Building initiatives
  • Participate in the Departmental Training Needs Assessment
  • Resource person in disseminating Human Resources policies and procedures
  • Support the performance agreement and appraisal process within the Departments Training line managers on HR standards, policies, legal implications of decisions and general leadership skills
  • Training line managers and staff on performance management and coaching

Staff Relations and Staff Engagement

  • Support the Human Resources staff wellbeing initiatives and Staff engagement surveys as well as carry out regular HR field visits to help address national hired staff concerns that may need attention.
  • Coordinate with Regional People and Culture officers in carrying out HR wellbeing surveys
  • Educating staff on organizational initiatives for their welfare and safety at work
  • Participate and be available to the quarterly meetings in other Departments for Human Resources initiatives

Performance Management

  • Monitor the setting of performance agreements and the periodic performance appraisal
  • for staff at National Office and regions
  • Promote performance culture in world vision
  • Facilitate development of performance agreement for all staff
  • Consolidate performance management information for use in decision-making
  • Management of performance feedback to employee.

Our People System Management

  • Record all employee information and recruitment processes on Our People in a timely and accurate manner.
  • Analyze absence requests and leave entitlement on a monthly basis and alert managers on pending approvals
  • Carry out data clean up at regular intervals to ensure data consistency.
  • Capacity-build staff & Managers on use of OP including implementation of new modules.
  • Assist in Troubleshooting Our People system challenges for grants staff.
  • Follow up and ensure Managers validate staff leave and other essentials.
  • Maintain and update Our People with any employee changes/movements.
  • Analyze regional absence requests on a monthly basis and alert managers on pending approvals.
  • Generate queries, analyses and use data on Our People to inform Human Resources related recommendations/ decisions.
Educational Background: 
Minimum of a Degree in Human Resource management, Public Administration and Management, Business Administration, Social sciences or any relevant field.
Skills/Experience: 
  • HR Professional membership is preferred
  • Computer Literate in Microsoft Office Packages.
  • At least 3 years' experience in the field of Human Resource Management resolving complex employee relations issues.

Preferred Skills, Knowledge and Experience:

  • Good knowledge and understanding of HR functions such as recruitment, employee employment/relations, performance management, employee engagement, learning and development, etc.
  • Thorough understanding of Burundi labor law and practices, especially contract management
  • Excellent oral and written English and French communication skills.
  • Strong organizational, facilitation, interpersonal and cross-cultural skills.
  • Strong administrative skills and has an eye for details.
  • Excellent inter-personnel relationship skills.
  • Must be positive, authentic, solution-oriented team player with a good sense of humor.
  • High level aptitude of integrity and confidentiality
  • Proficient knowledge of MS Office (Word, Excel, Access & PowerPoint)
  • Ability to maintain effective working relationships with staff and partners at all levels
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Must be a committed Christian, able to stand above denominational and/or ethnic diversities.
  • Attend and participate and lead in daily devotions.
  • Excellent interpersonal skills; ability to mobilize staff and managers on major organizational initiatives
  • Excellent communication skills
  • A self-motivated person

Work Environment:

  • Office-based with frequent travel to the field
  • Travel: 40% Domestic travel is required.
  • May be on call most of the time in case of emergencies
