The Brazil Enabling Environment and Social Inclusion Coordinator will oversee environmental governance activities and monitor progress against the social inclusion strategy in Brazil with the objective of creating an enabling environment for the adoption of Best Management Practices to reduce environmental and social impacts from infrastructure development in target geographies of the Amazon region.

Areas of Responsibility: 

The Brazil Enabling Environment and Social Inclusion Coordinator based in Brazil will oversee environmental governance activities geared towards creating an enabling environment for the adoption of Best Management Practices for reducing environmental and social impacts from infrastructure development in Oil and Gas, Mining, Hydroelectric, and Roads sectors in the Brazilian Amazon region.  Coordinator will work closely and support the Country Manager and Private Sector Partnerships Advisor, and other staff of the USAID BMP project, to bring together a variety of key stakeholders, such as: government entities, indigenous and local populations, and the private sector to identify, develop, and pilot Best Management Practices for sustainable infrastructure development in Brazil.  S/he will facilitate and maintain relations with a variety of stakeholders including: government authorities and indigenous, local populations & civil society groups, among others, to advance environmental governance and social & gender inclusion activities as it pertains to best practice adoption by sectors operating in the Brazilian Amazon region. Requires sufficient knowledge and work experience of environmental governance, best practices, indigenous people’s rights, gender issues, and has deep understanding of key stakeholders and maintains well-established networks to advance the project’s agenda. In addition, s/he is expected to have/lead the following functions:

  • Provides oversight of project activities in Brazil that are related to environmental governance and social & gender inclusion, including the Brazilian Guideline for Good Business Practices with Indigenous Peoples.
  • Identifies, exchanges, and promotes good practices and lessons learned and assesses and makes recommendations for improvements based on relevant sources, including Governments, transnational corporations and other business enterprises, national human rights institutions, civil society and rights-holders;
  • Provides support for efforts to promote capacity-building and the use of the Brazilian Guide as a tool to advance social inclusion activities as appropriate and in line with the established project work plan. Engages with Indigenous Organizations, private companies, and sector associations willing to contribute to and adopt the Brazilian Guide
  • Works collaboratively with the BMP Activity project team based in Brazil and in other countries of the region.
  • Fosters cross-site learning from different industries
  • Knowledge of politics and society with respect to indigenous and environmental affairs, particularly in Brazil


RESPONSIBILITIES AND SCOPE 

  • Coordinates multiple activities with several variables, setting realistic deadlines and managing timeframes
  • Interprets guidelines, evaluates information and modifies processes to adapt to changing circumstances
  • Compiles data, resolves disparities and modifies processes to generate plans
  • Resolves routine issues independently, consulting with supervisor to develop plans for resolution of complex and unusual problems
  • Ability to work in high-visibility, fast-paced and stressful environment
  • Cultivates and develops creative ideas to improve conservation strategies
  • Applies diversified knowledge of scientific principles and practices to a variety of assignments
  • Negotiates complex agreements in political environments
  • Identifies and disseminates lessons learned, best practices and methods, tools, consistencies and inconsistencies across plans
  • Ensures program accountability, finance and legal compliance
  • Programmatic scope may require cross-boundary work and relationships.        
  • May be responsible for leading or co-leading a whole system program.
  • Establish and maintain optimal standards of performance for the department or program while controlling costs and administering budgets.
  • Builds cooperation from outside parties to accomplish project goals
  • May work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances.
  • Frequently makes independent decision based on analysis, experience, and context.
Educational Background: 
BA/BS degree and relevant experience in socio-environmental practice or equivalent combination of education and experience.
Skills/Experience: 
  • Experience working with indigenous and traditional communities
  • Experience in partnership development with non-profit partners, community groups and/or   government agencies  
  • Experience negotiating.

DESIRED QUALIFICATIONS

  • Multi-lingual: Portuguese is required, Spanish and English preferable, and multi-cultural or cross cultural experience appreciated.
  • 5-7  years’ experience in environmental practice or related field or equivalent combination of education and experience.
  • Ability to make sound recommendations on legal, financial, conservation and reporting issues
  • Knowledge of business practice, corporate social responsibility and indigenous and civil society rights
  • Knowledge of the transnational corporations and other business enterprises, national human rights institutions, representatives of indigenous peoples, civil society organizations and other national and international organizations;
  • Ability to explain conservation practices to technical and non-technical audiences
  • Ability and willingness to apply science to decision-making and guide activities
  • Ability to communicate and work closely with indigenous people, sector association and business leaders
  • Working with media and influential officials, especially governmental, to improve TNC programs’ outcomes
  • Knowledge of current trends and practices in environmental legislation and human rights based on conservation 
  • Completing tasks independently with respect to timeline(s)
  • Managing time and diverse activities under deadlines while delivering quality results
  • Excellent communication skills via written, spoken and graphical means in Portuguese
  • Communicating clearly via written, spoken, and graphical means in Portuguese. English skills are a plus.
  • Demonstrated experience influencing, developing and implementing conservation policy and plans.
  • Knowledge of current trends and practices in relevant discipline(s) and regions.
  • Communicating clearly via written, spoken, and graphical means in English and other relevant languages.
  • Politically savvy.
