Under the direction of the Director of Operationsthe Program Administrator is primarily responsible for administering the management, policies, procedures, and curriculum of the assigned program(s). Additional responsibilities include ensuring a developmentally appropriate program that ensures the healthy progression of socio-emotional, cognitive, and motor skills for children in compliance with State regulations.  The Program Administrator ensures the connection of program activities to Y core focus areas of Healthy Living, Youth Development, and Social Responsibility.

Areas of Responsibility: 

The effectiveness with which the Program Administrator of has performed on the job should be measured in terms of:

  • Sound administration of the program, evident in purposeful and coordinated programs, good public relations, development of personnel, and good record keeping and fiscal management.
  • Improved perception of the YMCA in the community.

Essential Responsibilities:

  • Provides supervision and support to site directors by multi-faceted means – including, but not limited to, weekly site director meetings, weekly afternoon engagement at individual programs, quarterly health and safety assessments, and curriculum development.
  • Maintains and oversees all administrative areas of compliance and quality, including Department of Early Education and Care licensing, Department of Public Health licensing (as applicable), the Professional Qualifications Registry, and the MA Quality Rating and Improvement System.
  • Works collaboratively with branch executives to develop and nurture community relationships with local school leadership and other key stakeholders.
  • Ensures the safety and quality of day-to-day operations, including substitutes where needed, staff supervision, family intervention, school connections, and business support.
  • Participates in one Operations working group as chosen by interest or assigned by necessity.
  • Ensures implementation of a developmentally appropriate and multicultural curriculum fostering a progression of skills and social development in all children.
  • Meets EEC regulations; full engagement in the MA Quality Rating and Improvement System with intentions of advancing levels; maintenance of the Professional Qualifications Registry.
  • Demonstrates leadership toward success in program compliance, quality, fiscal health, and sustainability.
  • Develops a weekly schedule for presence at designated sites to observe program, interactions, audit paperwork, address issues, and support site director.
  • Engages program in YMCA of Greater Boston Initiatives for Child Development, including curriculum, assessments, and support for academic achievement.
  • Ensures implementation of policies, procedures, parent meetings, staff development and a learning-based, child-centered curriculum; staff development, supervision and accountability.
  • Guides the personal and professional development of directors and their staff members; articulation and clarification for site Directors regarding regulations, expectations, referrals, and policies for families.
  • Develops a comprehensive daily program schedule with monthly themes that engages children and are inclusive of all.
  • Coordinates parent conferences, communications, and monthly meetings.
  • Ensures the safety and protection of every child through structured activity, protocol, and diligent hiring practices.
  • Develops and maintains a parent advisory committee (to help facilitate goals, programming priorities, and parent engagement).
  • Keeps records essential for control, evaluation and reports to supervisor, committees, Board of Directors and licensing agencies.
  • Engages in active listening with families in order to build relationships, understand individual’s goals and interests, and take the initiative to assist in the achievement of those goals.
  • Evaluates the performance of out-of-school time Site Directors and review these evaluations annually with the Child Development Team Leader.
  • Prepares and submits in a timely fashion all reports required by the Child Development Team and the Greater Boston Y.
  • Makes contributions to the annual budget process in consultation with the Child Development Team; administer the budget; take appropriate action to ensure fiscal soundness
  • Assists in the preparation of proposals to receive additional funding through various grants that support the growth of school age programming
  • Maintains a professional image and manner consistent with the YMCA mission and goals
  • Attends designated staff functions, including annual All-Staff Conference and Quarterly Leadership Meetings

Additional Responsibilities:

  • Remains current in required and voluntary training in order to promote growth of mind, spirit and character values for all, and deliver that training to staff.
  • Representation of the YMCA in a professional manner within the community and its programs.
  • Assurance that programs implement activities and initiatives that are priorities of educational partners, along with those of the YMCA, its strategic plan, and its mission.
  • Additional responsibilities as deemed necessary by supervisor and program needs.
Educational Background: 
Bachelor’s degree required in Elementary Education or related field.
Skills/Experience: 
  • 4 or more year’s professional educational experience supervising staff and developing curriculum.
  • EEC qualifications per state regulations for Program Administrator and be 22 years of age.
  • Camp Director qualified by Department of Public Health (DPH) regulations.
  • Bi-Cultural Preferred
  • Multi-Lingual Preferred
  • Experience working in urban communities
  • Demonstrated understanding of the developmental progression of skills of children and program development.
  • Commitment to the philosophy and goals of the Y, particularly those identified as outcomes for children participating in YMCA of Greater Boston’s programming.
  • Excellent public relations and conflict resolution skills in order to facilitate positive relationships with parents, staff, children, and outside agencies, including schools, where applicable.
  • Effective written and oral communication skills
  • Concern for detail and accuracy and the ability to delegate responsibility.

  • While performing the duties of this job, the employee is regularly required to stand; walk; use hands, handle, or feel objects, tools, or controls, talk and listen.  The employee frequently is required to sit and reach with hands and arms.
  • The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust.
  • Must be able to drive between branches and around the community to attend meetings and events.

Work Environment:

  • The noise level in the work environment is usually moderate.
  • Evening work is expected and may be required
