POSITION: Staffing Manager

REPORTS TO: Vice President, Organizational Development

START DATE: November 1, 2017

DURATION: Full Time, Exempt

LOCATION: Thompson Island and South Boston Offices

 

The Staffing Manager is primarily responsible for executing the organization’s recruitment, hiring and retention strategy, to ensure all temporary, seasonal, and support positions are adequately and appropriately filled across the organization’s five major functional areas. The Staffing Manager will ensure that candidates are brought into the organization with clear understanding of how they will contribute to its mission. In support of mission delivery and Island operations, the Staffing Manager works with hiring managers, across all departments, to project annual hiring targets and timeline. The Staffing Manager is responsible for ensuring that all recruitment and hiring practices are compliant with state and federal law, and oversees TIOBEC’s adherence to Outward Bound National’s staffing standards and policy. In addition to primary responsibilities related directly to recruitment, retention and hiring, the Staffing Manager also plays a key role in organization-wide efforts towards a culture of Equity, Inclusion, and Professional Learning at Thompson Island.

Areas of Responsibility: 

Primary Responsibilities

  • Executes Seasonal Recruitment Plan & Strategy, clearly communicating guidelines and requirements to involved hiring managers.
  • Acts as TIOBEC’s participating member to the Outward Bound National Staffing Group
  • Assures appropriate hiring decisions of all temporary and Seasonal employees, in accordance with Outward Bound USA’s Staffing Standard.
  • Maintains Key  recruitment partnerships
  • Manages Staff Needs Schedule (Thompson Island’s Workforce Planning Document) and associated data, ensuring up-to-date information throughout the year, and at key points where information informs recruitment, management or compliance decisions and considerations
  • Ensures timely and effective communications to the Seasonal Staff group - particularly surrounding pre-arrival and orientation, or in cases where “all staff,” communications would not otherwise reach that group
  • Collects and approves Payroll Set-Up Sheets, and Work Agreements for staff from Hiring Managers for submission to Payroll
  • Ensures appropriate collection of all required hiring paperwork & storage in established 2018 filing system
  • Ensures compliance with OBUSA Staffing Standards, to include, but not limited to, background checks, employee medical screening, and certifications (medical or otherwise).
  • Schedules, communicates and oversees delivery of New Staff Orientation
  • Assists VP, OD in the development and delivery of Professional Learning Opportunities  for TIOBEC management
  • Manages Staffing Budget to include Controllable Expenses related to direct reports, recruitment, hiring and other department initiatives  
  • Manages the organization’s Employment Pages on both TIOBEC’s website and ADP’s Career Center
  • Manages contracts for outside trainers brought in for designated “All Staff” initiatives or trainings
  • Acts as liaison between management and HR on all personnel related matters affecting employment status, to include performance, change of status or disciplinary.
  • Ensures an intentional and consistent process for collecting relevant feedback from Seasonal and Temporary staff, with the goal of identifying trends year-to-year.
  • Effectively document both major and minor trends in Staffing Data year to year; when identifying themes, proactively communicate these to Department/Senior Staff if informative to budgeting or workforce planning decisions for the following year.
  • Submits J1 Visa requests & extensions to OBUSA, and communicates arrival and departure of J1 Visa holders in accordance with OBUSA Staffing Standard
  • Mentors and manages day to day work of HR Administrative staff, and supervises work as it relates to their primary duties/responsibilities
Skills/Experience: 
  • Outdoor/experiential education and non-profit work experience strongly desired
  •  3 years minimum experience in recruitment and hiring. Experience with seasonal recruitment and hiring preferred.
  • Bachelors’ degree required
  • Stellar organizational skills, attention to detail and ability to multi-task in fast-paced, dynamic environment
  • Excellent written and oral communication skills
  • Experience with mediation and conflict resolution in a workplace setting
  • General knowledge of federal and local labor laws
  • Direct management experience
  • Proficiency with ADP Workforce now platform strongly preferred
  • Strong word processing, spreadsheet, database and presentation software skills (Microsoft)
  • Able to maintain confidentiality and work with discretion
  • Tactful, diplomatic and able to communicate effectively with individuals at all levels of the organization
  •  Excited to promote and contribute to the mission of Thompson Island Outward Bound Education Center
  • Experience with small group facilitation preferred
  • Knowledge of Outward Bound programs and pedagogy preferred

Established in 1988, Thompson Island Outward Bound Education Center is an independent Massachusetts not-for-profit organization whose mission is to provide adventurous and challenging experiential learning programs that inspire character development, compassion, community service, environmental responsibility, and academic achievement.
