Senior Specialist, State Policy

Position reports to Senior Manager, Policy and Advocacy to assist with the Foundation’s efforts to influence a positive coverage environment across public and private, state and federal, payer programs. The senior specialist will assist with efforts to encourage favorable decisions about CF coverage and payment, and work to reverse inappropriate or burdensome coverage and payment policies.

Areas of Responsibility: 
  • Monitor, analyze and report the coverage and access landscape, including but not limited to state legislative and regulatory activity, and develop recommendations as necessary.
  • Identify opportunities for and execute engagement with state legislators, agency officials and CF experts.
  • Assist in grassroots advocacy events including, but not limited to, State Advocacy Days. This will include developing policy agenda, identifying legislators and other meeting targets, coordinating with local consultants and providing event support as needed.
  • Manage relationships including external consultants/lobbyists, providers and CF experts, coalitions and CF community.
  • Serve as a subject-matter expert on a variety of coverage and access topics.
  • Prepare position papers and correspondence to internal and external stakeholders. Develop evidence-based responses to access issues and/or inappropriate coverage policies, including letters and meetings.
  • Participate in the development and execution of original research, including payment and delivery reform projects and pilots.
  • Manage and execute special projects.
  • Attend legislative hearings, briefings, and meetings of coalitions, as needed.
  • Other duties as they apply.
Educational Background: 
BA in relevant field.
Skills/Experience: 
  • Three to five years experience working in healthcare policy.
  • Previous experience in monitoring and analyzing public policy.
  • Demonstrated knowledge of legislative and political processes.
  • Knowledge of medical research system preferred.
  • Ability to handle multiple projects in a fast-paced environment.
  • Excellent oral and written communications skills.
  • Detail oriented.
  • Some travel may be required.
