The Cystic Fibrosis Foundation seeks a Policy and Advocacy Data Manager to join our Policy and Advocacy department in Bethesda, MD.  

This position is responsible for managing the data associated with the Cystic Fibrosis Foundation’s nationwide volunteer advocacy program. The manager will have exposure and input to all parts of our process, from collecting and organizing data, to analyzing trends and recommending strategic direction. The manager’s insights and findings will be used to improve program delivery, efficiency and effectiveness. The manager will also provide day-to-day guidance and management to team members.

This position also assists in the planning and implementation of public affairs campaigns designed to promote access to care for cystic fibrosis patients and provide for increased access to specialized CF care and treatments for the disease.

By collaborating with other teams within the organization, including Filed and Communications Departments, the Manager will help achieve Foundation-wide goals and objectives. As a member of the Policy and Advocacy team, this position will be tasked with special projects as needed.

Essential Functions:

Analyzing and Managing Data

  • Analyze large data sets to gain an understanding of the data, stakeholder data anomalies, and look for ways to leverage findings in support of the Foundation’s advocacy program
  • Integrate data from multiple sources to leverage stakeholder engagement and build grassroots/grass-tops capacity
  • Develop processes for data analysis, reporting, recommendations, implementation and tracking
  • Build and design analytical reports to inform decision making on program design and implementation
  • Become the Subject Matter Expert in the Foundation’s various databases/sources and how they relate to policy advocacy
  • Use insights gained to support a tiered national volunteer advocacy network to form and strengthen relationships with elected officials at the state and federal levels
  • Presents data to various groups including Senior leaders for decision making and future opportunities.
  • Help support volunteer leaders nationwide and facilitate their efforts to coordinate local activity

Team Management

  • Manage the day-to-day activities of advocacy staff to execute work plans, volunteer engagement and training.
  • Manage cross functional and inter-departmental projects.

Event Planning

  • Support, plan and execute four annual major advocacy events ranging from 50 to over 300 participants
  • Provide support to volunteers and chapter staff for state-level meetings

Additional Responsibilities: 

  • Draft and edit advocacy materials and action alerts to help volunteer advocates and key stakeholders 
Educational Background: 
Bachelor’s degree, preferably with a background in statistics, political science, communications, public policy, or biological science
Skills/Experience: 
  • 5-7 years of data management, community/political organizing, fundraising, or similar experience including 1-3 years supervisory experience
  • Experience creating informative and engaging data visualizations
  • Theoretical understanding of the foundations of statistics
  • 1-2 years of experience recruiting, training, and managing volunteers
  • Ability and experience working collaboratively across functions among various subject matter experts
  • Basic familiarity with the legislative and political process.
  • Microsoft Suite, HTML or equivalent advanced proficiency preferred
  • NGP VAN, Phone2Action or similar mobilization software experience preferable
  • Experience using ClearView, Microsoft Dynamics, Salesforce or similar CRM required
