The China Oil Cap Policy Project Analyst will provide analytical and research coordination support for a project cooperating with government research institutes, think tanks, and universities, on the research, design, and implementation of an oil consumption cap policy for China to meet environmental, health, climate, and sustainable economic development goals. The Project Analyst will support the China Oil Cap Policy Project by coordinating and supporting the research of various project partners, conducting research related to the design of an oil consumption cap policy, and monitoring and reporting on project activities and deliverables. The Project Analyst may also assist with quantitative and qualitative analysis to support the Oil Cap Policy Project, including modeling of energy and emissions scenarios related to an oil cap policy; analysis of policy and technical options for designing an oil cap policy in key sectors including transportation and the chemicals industry; and analysis of relevant Chinese and international studies and policies related to oil consumption reduction. The Project Analyst will be based in NRDC’s Beijing office and will form an integral part of the NRDC China climate and energy team.
- Provide analytical and research coordination support for the Oil Cap Policy Project.
- Work with project research partners on studies and modeling; analyze the energy, economic, environmental, and climate impacts and benefits of an oil cap policy.
- Ensure coordination and integration of subgrantees’ research projects into the overall oil cap policy study and recommendation.
- Conduct independent research on policies needed to support a national oil consumption cap policy in China, focusing on the transportation and petrochemical sectors, and as well as relevant subnational oil cap policies.
- Work closely with research partners to monitor progress on project activities and deliverables, including regular communications with partners, and organizing and participating in research progress review meetings every 2-3 months.
- Provide input on research activities and identify research challenges. Seek input from experts on project goals, methodology and outputs.
- Help to manage project proposals, contracts and deliverables, as well as reporting on research progress.
- Produce reports, issue papers, fact sheets and blogs on oil cap project research by subgrantees as well as other relevant oil cap policy developments and studies.
- Communicate analysis and policy recommendations to Chinese policymakers, research institutes, industry, experts, and other relevant parties, to support the development of a comprehensive oil cap policy in China.
- Work with other members of NRDC’s China Program and US colleagues to enhance NRDC’s research and advocacy efforts related to oil consumption reduction policies, electric vehicles, and related energy and environmental policy.
