Coal-Fired Power Excess Capacity Reduction Research Analyst (Consultant)

The Research Analyst will be responsible for supporting an NRDC project focused on reducing China’s excess coal-fired power capacity in order to meet environmental protection and climate change targets. The research will focus on bottom-up analysis of coal fired capacity in order to develop policy pathways and mechanisms for the efficient, safe, green and lower carbon development of China’s coal-fired power sector.

Areas of Responsibility: 
  • Coordinate with partners to research short, medium, and long term targets, pathways, market mechanisms and policy measures for reducing the capacity of China’s coal-fired power plants.
  • Conduct research on standards for decommissioning backward capacity based on criteria such as unit size, operational life, energy consumption, water consumption, safety standards, etc., as well as different the capacity reduction pathways appropriate for each region.
  • Select a representative province for a pilot program, and work closely with partners, local government, and grid companies to develop recommendations and implementation plans for reducing excess coal-fired power capacity.
  • Undertake research trips, organize meetings, and do other related administrative work as required by the project.
  • Work with colleagues to advance project research and communications.
Educational Background: 
Master’s degree or above, with 5 or more years relevant work experience in energy and/or environmental fields.
Skills/Experience: 
  • Strong research, writing, and speaking skills in both Chinese and English.
  • Extensive knowledge of China’s clean energy development, electricity market, and climate change policies, as well as the ability to conduct in-depth data and policy analyses.
  • Strong interpersonal and cooperative skills, as well as the ability to work well with government representatives, research institutions, universities, companies, and other NGO partners.
  • Ability to efficiently and independently perform various tasks in a fast-paced work environment.
  • Must be responsible, pay close attention to detail, and work with efficiency and accuracy.
