Under the direction of the Sr. VP Child and Youth Services the incumbent is responsible for the total operation of the Head Start program to include providing leadership, direction and management of staff; complying with federal and state regulations and guidelines; establishing linkages with public and private organizations in the communities served; and working directly with Policy Council and The Family YMCA Team Headquarter.  This position is responsible for the overall fiscal solvency of the Head Start Program.

Areas of Responsibility: 
  • Provides direction and leadership in the delivery of services and oversees the day-to-day operations of the Head Start programs in their entirety.
  • Develops and maintains clear lines of authority and communication.
  • Understand, interpret and implement federal, state and agency rules and regulations, including licensing and develops policies and procedures based on these guidelines to ensure adequate systems are in place to maintain high quality HS services to children and families in compliance with Head Start Performance Standards.
  • Responsible for program development and planning activities.
  • Ensures that adequate staff, facilities, equipment and funds are available to service the funded enrollment. Ensures that the program serves the number of eligible children for which it is funded.
  • Develops an Administrative Work Plan and assists component coordinators in preparing and updating component plans.
  • Ensures the completion of an annual community needs assessment and develops goals and program options based on data.
  • Develops plans for the utilization of community resources.
  • Lead the annual program self-assessment.
  • Coordinates the development of the refunding proposal and explains to staff, policy groups, parents and community.
  • Directs the development of the program's financial plans and budgets including operating costs, capital expenditures, budget revisions, procurement, inventory control and contract management and submits for Family YMCA Team Headquarters, Policy Council and CACFP approval.
  • Implements internal and external reporting systems and procedures for monitoring and controlling fiscal and programmatic activities.
  • Directs the implementation of a fiscal management system that adequately safeguards the assets of the program.
  • Participates in audit critiques, resolves exceptions and implements management recommendations. 
  • Design and monitor an internal audit program to ensure compliance of the Head Start Monitoring Protocol.
  • Direct, and oversee the development, implementation and evaluation of all HS program elements. Assures remediation of any non-compliance issues identified, and incorporates recommendations into planning for the improvement of the program.
  • Coordinates efforts to ensure that program meets in-kind and volunteer requirements.
  • Provide written report to the Policy Council and Board of Directors of the fiscal and programmatic status of the program and of the administrative activities since the last meeting, monitoring results, and strategies to resolve problems.
  • Complete and oversee all reporting to the Office of Head Start.
  • Ensures timely and accurate reports for Board of Directors, Policy Council, Senior Management, and Parent Meetings as required. Including monthly reports for Board of Directors and Policy Council.
  • Provide training for new Board members and periodic refreshers for veteran Board members on their roles and responsibilities
  • Establishes operating and administrative policies and procedures to assure effective program activities.
  • Provides written policies and procedures and makes them available at all centers.
  • Establishes and maintains positive relations with parents and community organizations/agencies to ensure needed support of the program.
  • Works closely with public and private agencies providing support services to Head Start families.
  • Conducts regularly scheduled Head Start Leadership and staff meetings. Attends YMCA Leadership Team meetings, Policy Council and sub-committee meetings and makes presentations regarding budgetary, personnel, and programmatic issues as required.
  • Serves as an advocate for the Head Start program.
  • Ensures that staff development and training opportunities are available and accessible to employees of the program.
  • Coordinates the development of a career development and training plan.
  • Establishes CDA training and other career development opportunities for parents and staff.
  • Conducts performance evaluations for direct reports and coordinates the completion of evaluations for center based staff.
  • Assures the development and implementation of in-service training and technical assistance plans.
  • Communicates and collaborates with local, state and federal officials and attends national, regional, state, and local meetings/conferences related to Head Start.
  • Accepts and demonstrates the Character Development Values of Caring, Honesty, Respect, and Responsibility.
  • Performs all other duties as assigned.
Educational Background: 
Bachelor’s Degree is required. Master's Degree preferred. 
Skills/Experience: 
  • Experience in supervision of staff, fiscal management, administration and early childhood/elementary education.
  • Manage multiple projects and follow-through on tasks.
  • Proficiency in preparing accurate reports, analyzing data and interpreting information.
  • Ability to work in a multi-cultural, interdisciplinary environment and with diverse community-based agencies.
  • Proficient with computer applications – i.e. thorough understanding of Microsoft Outlook, word processing (Microsoft Word), spreadsheets (Microsoft Excel), databases, e-mail systems (Microsoft Office required), Power Point and the ability to learn and master other computer technology /software programs as needed.
  • Ability to appropriately manage confidential information.
  • Ability to exercise independent judgment and make sound decisions.
  • Ability to understand, support, and comply with organizational policies.
  • Willingness and ability to be flexible with hours in order to carry out the responsibilities of the position.
  • Demonstrated knowledge in the preparation, administration, and control of a multi-million-dollar budget.
  • Demonstrated knowledge and implementation of early childhood and/or family support services programs.
  • Excellent interpersonal and problem-solving skills with the ability to effectively lead and manage others.
  • Excellent computer skills and experience with standard business software, to include book-keeping platforms.
  • Ability to communicate effectively orally and in writing using correct English usage, spelling, grammar, vocabulary, and punctuation.
Compensation/Benefits: 

Salary: $53,000.00 - $66,400.00
