The Examinations Manager is responsible for meeting both the strategic and day-to-day tactical needs of the Credentialing department as it pertains to exam administration and development. He/she will help to manage and develop a recognized portfolio of professional arboriculture and urban forestry credentials to improve tree care practices and enhance the professional image of credential holders.

The Examinations Manager is charged with meeting the needs of the ISA current and future credential holders by managing the development and delivery of credentialing program examinations that provide value and benefits to arborists and affiliated professionals around the world. This is accomplished by utilizing experience in relationship and project management to help maintain impartiality and the appropriate separation between confidentiality, information security, and training.

Areas of Responsibility: 

•Understands ISA’s Mission and adheres to organization and staff corevalues.
•Contributes to the departmental strategic planning process andcollaborates with the Director of Credentialing Services to provideleadership in the implementation of the ISA strategic plan.
• Responsible for all certification exams including the maintenance, development, and security of the Exam Item Banks.
• Oversees the day-to-day test administration and development of the portfolio of professional arboriculture and urban forestry credentials offered by ISA. This includes, but is not limited to, performing needs analyses, managing the assessment development process, contracting secured translations, and ensuring thorough program evaluation.
• Provides excellent service to program customers through development and management of department personnel and processes.
• Assists the Director of Credentialing Services by supporting the Credentialing Council and several key committees.
• Utilizes best management practices for credentialing programs and ensures that the ISA remains compliant with ISO 17024 and any other relevant standards applicable to ISA credentialing programs.
• Ensures a strict divider or “firewall” remains intact to protect test security and personal record confidentiality to maintain program integrity.
• Recruits, develops and maintains a highly involved contingent of volunteers who provide input and assistance in the development and delivery of key initiatives.
• Supports and facilitates active, volunteer-based SME committees such as Test Committee and BCMA Committee. May also be expected to support and maintain other related committees as assigned.
• Develops professional relationships with appropriate industry stakeholders, fellow staff members, volunteers, vendors, and others in the credentialing industry.
• Utilizes external services to support and ensure that quality credentialing examinations are developed and maintained in a psychometrically sound, legally defensible manner.
• Maintains a high level of test security and personal record confidentiality to ensure overall program integrity and impartiality.
• Fosters an environment of continuous improvement. Encourages staff to look for ways to improve department policies, procedures, processes and operations that result in improved efficiencies and a positive experience for ISA credential holders.
• Oversees the daily transfer of appropriate Computer Based Testing statistics into test banking software according to departmental policy and procedure.
• Gather and analyze exam performance in order to make recommendations for improvements for consideration by the Director of Credentialing.
• Serves as point person for credentialing related projects using outside vendors. Manages the contract with ISA Certification computer based testing vendor.
• Implements Certification programs with new components, in partnership with member services team.
 

Educational Background: 
Business focused or other related 4-year degree from an accredited college or university required. At least 4 years related experience and/or training or equivalent combination of education and experience.
Previous supervisory experience required.
Prior project management experience exhibiting superior analytical and organizational skills with high levels of attention to detail.
Involvement and/or experience with professional credentialing program management is preferred.
Knowledge of the arboriculture profession and industry is beneficial.
Skills/Experience: 

Language Skills

• Fluency in English, both verbal and written. Fluency in additional languages is a plus.
• Excellent written and oral communication skills.
• Ability to read, write, analyze, and interpret complex documents.
• Ability to respond diplomatically to sensitive inquiries or complaints.
• Ability to write articles for various publications and audiences.
• Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, volunteers, and/or boards of directors.

Decision Making/Reasoning Ability

• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Additional Competencies

• Ability to assist in the creation of budgets and interpret and analyze financial data.
• Ability to understand and interpret psychometric data associated with managing test bank questions, which requires higher level mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Technology and Equipment

• Microsoft Windows 7 and Office 2013; proficient in Word, PowerPoint and Outlook.
• Advanced Microsoft Excel skills
• Database applications, and the Internet.

Compensation/Benefits: 

Compensation commensurate with experience.

While our organization is in the process of moving their headquarters office from Champaign, IL to Atlanta, GA there may be required travel back and forth between the two cities.
