Associate Director of Housing

Partners for HOME seeks qualified applicants to help oversee the work of ending veteran, youth, chronic and family homelessness. In this role, the Associate Director of Housing will lead the overall execution, administration, and expansion of housing strategy as it relates to Pipeline housing, Rapid housing initiative, and CoC permanent supportive housing, Rapid rehousing, TBRA and PBRA in the City of Atlanta. They will also be responsible for the guidance and interpretation to the CoC of HUD/ESG regulations/guidelines, contract language, procurement policies, and procedures for the Atlanta CoC. Partners for HOME's mission is to lead a coordinated community effort and to layer and leverage the resources and relationships to make homelessness rare, brief and nonrecurring.

Areas of Responsibility: 

Strategy and implementation Oversight

  • Oversee housing strategy as it relates to Pipeline housing, Rapid housing initiative, and Coc permanent supportive housing, Rapid rehousing, TBRA and PBRA (including partner vouchers)
  • Lead the work of onboarding real estate development, property management, and services providers
  • Oversee unit acquisition strategy for rapid rehousing and permanent supportive housing
  • Oversee internal and operating budget for the Housing department staff and all external projects
  • Lead projects such as LIFT, Atlanta Rising, Rapid Housing Initiative, etc in line with the PFH Strategic Plan, and identify milestones, goals reached, and barriers to Strategic Plan completion
  • Coordinate activities between the rental assistance intermediary, housing search and location intermediary and case management organization
  • Develop reports to summarize and identify trends in key performance measures
  • Evaluate and monitor the contractual performance and compliance obligations for all housing programs, including but not limited to HOME, HUD, ESG
  • Lead and oversee the development and execution of the Home First Project List including managing developer, property manager, service provider, and Atlanta Housing
  • Develop broad-ranging relationships and provide exceptional customer service to our Continuum Partners, partnering with them to ensure a transparent system is in place to measure outcomes and deliver results
  • Supervise housing team members as assigned
  • Other duties and special projects as assigned.

COMPLIANCE AND POLICY

  • Provide guidance and interpretation to the CoC of HUD/ESG regulations/guidelines, contract language, procurement policies, and procedures
  • Develop Compliance training curriculum to ensure all providers are trained and utilizing the appropriate compliance documents for their programs

QUALIFICATIONS AND EDUCATION:

  • Comfortable working on-site with homeless and low-income populations
  • Experience with community-building and developing, implementing and evaluating systems
  • Experience building relationships with a broad range of stakeholders
  • Strong organization and project management skills with ability to lead projects to completion
  • Ability to excel in an entrepreneurial, fast-paced, diverse, results-oriented environment, and to handle multiple projects simultaneously under tight deadlines
  • High level of autonomy with work and ability to meet deadlines with minimal supervision
  • Strong communications (verbal/written) and presentation skills to disseminate information to staff; media; and leaders in government, nonprofit, business and community sectors
  • Excellent interpersonal skills and ability to serve as representative of PfH within public forums
  • Ability to thrive under pressure and consistently meet expectations on tight deadlines, while managing a variety of tasks and relationships
  • High energy and a passion for ending homelessness
  • High emotional intelligence with the ability to perceive and understand people’s motivations
  • Preferred managerial experience in supervising 2 or more direct reports

Compensation/Benefits: 

Partners for HOME offers a competitive compensation package including generous health benefits, retirement match, and up to 4 weeks’ vacation. Salary range is $78,000 - $85,000 annually.
