World Wildlife Fund (WWF), the world's leading conservation organization, seeks an Administration and Finance Specialist in our WWF Paraguay Office in Asunción. Under the supervision of the Operations Director and in coordination with the staff of WWF-United States(US)/Latin America and the Caribbean (LAC), coordinates and ensures that the administration and finances of the office, including human resources, be carried out in accordance with the policies and procedures of the organization, donors, and local laws. It is primarily responsible for supervising the accounting practices of the office, the correct maintenance of financial records and supports the preparation of financial reports to donors. It also monitors the financial execution of the office including programs and projects, and supervises Contracts.

Areas of Responsibility: 

General

  • Ensure compliance with policies and related procedures with finance and administration of WWF, donors and local laws.
  • Help design and maintain control systems for an efficient and effective administration and financial management.
  • Provide support during external and internal audits of the Paraguay office.
  • Make sure all insurance coverage for staff and equipment are up to date, as well as all services required to have a functional office.

 Finance

  • Provide support for the preparation of annual and long-term budgets.
  • Prepare budgets for proposals to potential donors.
  • Follow up on the office’s budget execution and report results to Country Director, Operations Director and Project Managers.
  • Maintain updated the financial information in the Project Tracking System (PTS).
  • Provide support for the preparation of financial reports for all national and international donors.
  • Provide support to financial analysis during the accounting closing including: a) common costs analysis; b) management fees; and c) monthly revenue recognition.
  • Follow up the assigned hours to staff within the projects and ensure the sustainability of the different positions.

Donors Agreements and Contracts

  • Provide support with follow-up of donor agreements.
  • In coordination with Operations Director, ensure compliance with donor’s financial and administrative requirements.
  • Supervise outcoming contracts to ensure compliance with WWF policies and procedures as well as donor requirements.

Logistics

  • Supervise the maintenance of office furniture, computers, office equipment and supplies, phones/communication equipment, vehicles, and others.

 Human Resources  

  • Support Human Resources Administration processes (reports to different entities, contracts and verification of employment, liquidations payments, exit processes etc.)
  • In coordination with Human Resources in WWF-US, manage the personnel database (HRIS), as well as the implementation of compensation policies and procedures (salary ranges, merit increase, etc.) and other processes.
  • In coordination with the Country Director, Operations Director and the HR Rep in WWF-US, coordinate all the arrangements in case of legal advice with local labor law counselor.
Educational Background: 
Degree in Accounting, Finance, Administration, or local equivalent education or certification. Master's Degree (preferably).
Skills/Experience: 

Experience:

  • Minimum 5 years of administrative and financial experience.
  • Knowledge in contracts and international cooperation agreements.
  • Experience in personnel management.
  • Previous experience in management of Human Resources processes.

Skills and Abilities:

  • Bilingual (English and Spanish). The candidate must be able to conduct meetings in English and communicate via email (excluding).
  • High capacity of information analysis.
  • Advanced Microsoft Office skills. Word and Excel a must (excluding).
  • Ability to make recommendations on administrative and financial monitoring strategies.
  • Ability to maintain accurate financial records and ability to prioritize work effectively and accuracy under time constraints.
  • Initiative and criteria skills, and high level of administrative and organizational skill.
  • High level of leadership, people development and teamwork.
  • Attention to detail, proactivity, commitment.
  • Personal interest in issues of conservation and sustainable development.
  •  Availability to travel within the country and abroad.
