OVERVIEW

The Vice President for the Center for Refugee and Immigrant Children (CRIC) manages and oversees USCRI’s humanitarian and protection programs concerning unaccompanied immigrant children and foreign victims of human trafficking, and handles efforts to build USCRI’s presence and programs related to unaccompanied refugees, immigrant children and other groups in Central America, and other countries and regions. The Vice President reports directly to the President and is the senior leader and subject matter expert in all immigration areas, raising awareness of these vulnerable children at the national level with Congress and the Administration as well as the international NGOs and grass roots level through partnerships.  

Areas of Responsibility: 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Execute overall management, growth and quality service delivery of USCRI's programs for unaccompanied immigrant children, including residential care program, post-release and home study services; Central America operations; and the human trafficking victim assistance program;
  • Design effective, child-centered programs using best practices to deliver high-quality and timely services;
  • Lead the recruitment, hiring, supervising and performance management of associate directors and program directors for residential care, Central American and other immigrant services programs;
  • Provide regular communication and guidance to staff in the development, management, and implementation of programmatic work plans and budgets; 
  • Identify and analyze new domestic and international program opportunities, develop program models to meet client needs, assist the development team in identifying potential funding sources and manage staff to implement new programs;
  • Conduct senior-level relationship management with current and prospective funders, members of Congress and the Administration, international organizations, NGOs and the legal community;
  • Ensure adherence with ORR, OHSA and USCRI health and safety standards and handle emergencies and critical incidents in accord with established safety programs, procedures and policy;
  • Foster collaboration and serve as a liaison among divisions and between headquarters and partners to streamline program operations in all child and immigration program areas and to ensure alignment on communication and messaging; 
  • Participate in the strategic plan and programmatic work plans to ensure all future programs and policies are implemented at the highest standards; and
  • Perform other job related duties as assigned by supervisor.

Skills/Experience: 

POSITION REQUIREMENTS

  • Excellent leadership and interpersonal skills with strong influencing and collaboration abilities;
  • Minimum of 8 years of demonstrated experience in developing effective organizational systems for managing programs, staff, budgets and workplans;
  • Minimum of 10 years in senior leadership in the areas of child welfare, refugees and/or other immigrant populations;
  • Master’s degree in related field or Juris Doctorate is preferred;
  • Previous supervisory experience and the ability to successfully motive, guide and manage staff to achieve results in a timely manner is required;
  • In-depth knowledge and understanding of laws, regulations, Flores agreement, Trafficking Victims Protection Reauthorization Act and policies related to relevant program areas;
  • Highly effective written and communication skills, emotional intelligence, and situational awareness;
  • Must pass a criminal background, child abuse and neglect registry clearance and other screening requirements;
  • Written and verbal fluency in English and Spanish is required;
  • Proficiency in Microsoft Office required;
  • Support all functions that attain and maintain accreditation and compliance with regulatory agencies;
  • Ability to work under pressure and remain calm and composed under stressful situations;
  • Ability to work collaboratively with staff, residents, service providers and others;
  • Ability to evaluate/interpret information and make good and independent judgements or decisions;
  • Ability to work outside of regular business hours as needed, and to travel as required; and
  • Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace.

 

TRAINING REQUIREMENTS

  • Satisfactory completion of USCRI’s Orientation and Training;
  • Satisfactory completion of annual mandatory training; and
  • Complete additional training as identified by supervisor or Human Resources.

 

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity;
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Ability to read, write and converse in English and Spanish; and
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
