The Sr. IT Buyer will work as part of a team within the Information Technology’s Department of Finance & Operations (IT DOFO) providing a broad range of procurement and technical resources. They will lead and manage the complete supply management process (sourcing, procurement, vendor management) on assigned procurement activities/projects.  They will also manage the IT hardware commodity space (computers, servers, networking) for TNC on a global scale, whether directly or indirectly by working with other business units. Areas of Responsibility: 

The Sr. IT Buyer supports, follows, and implements the IT procurement activities at TNC, focusing on the complete lifecycle (“Source to Award to Manage to Recycle”) of computer, networking, and server hardware that s/he will directly manage or work in partnership with other IT departments.  They will work closely with the Associate Director of Procurement & Contracts on the full supply management process of sourcing, procurement, and vendor management for commodities being procured under approved IT projects that are assigned to them. They will also review and negotiate the different purchasing programs available to TNC.  While the primary commodity for this position is IT hardware, they may also be asked to support other IT commodities, such as domain names and SSL certificate management, cloud storage, GIS related software procurement and others.

The right candidate must understand and have experience in IT hardware commodities, associated maintenance/support services, and experience in reading and understanding purchasing, maintenance/support agreements including response-time and resolution SLAs.  They must have experience and knowledge in the full supply management process and use the best available methods to source, solicit, and procure the IT products and services assigned to them. They will also be knowledgeable in the different procurement methods of such a commodity, as well as, understand and negotiate the required agreements for purchasing those items.  A knowledge in non-profit purchase programs is preferred, but not required.  The right candidate will also have knowledge and experience in IT asset lifecycle with a focus in hardware asset management and experience using an asset management system.

The Sr. UT Buyer works directly with the Associate Director of IT Procurement & Contracts and their internal customers’ requirements to implement, co-ordinate and prioritize projects and tasks.  In performing the duties, the individual needs to be able to work independently, communicate effectively, be able to work on multiple tasks and have excellent organizational skills.

RESPONSIBILITIES AND SCOPE 

  • Act independently within broad program goals to prioritize tasks in the absence of specific instructions and exercise independent judgment to identify and solve problems.
  • Decisions may bind the organization financially or legally.
  • Demonstrate sensitivity in handling confidential information.
  • Does not supervise any staff but may manage work of peers on departmental project teams.
  • Ensure compliance with TNC policies and procedures, and external (donor/legal/IRS) requirements.
  • Financial responsibility includes purchasing, processing invoices and transfers, and negotiating and contracting with vendors, and participating in budget preparation.
  • Manage projects with several variables, set realistic deadlines, manage a timeline, and ensure accountability.
  • May participate in complex negotiations.
  • May provide oversight for a key function of the team.
  • Provide input through project teams for the development and implementation of new initiatives or the improvement of existing programs.
  • Travel and work flexible hours as needed.
  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work is diversified and may not always fall under established practices and guidelines.
  • Work within scope of program’s strategic goals.
Educational Background: 
Bachelor’s degree
Skills/Experience: 
  • 5 years related experience or equivalent combination, including a minimum of 2 years leading RF(x) teams to source and select large scale technology procurements.
  • Finance / Accounting experience;
  • Experience managing and implementing multiple projects;
  • Experience generating financial reports, and analyzing and interpreting data;
  • Experience understanding and negotiating agreements;
  • Experience working with cross-functional teams.
  • Experience handling confidential information.

DESIRED QUALIFICATIONS

  • Multi-lingual skills and multi-cultural or cross-cultural experiences are appreciated;
  • Ability to manage and implement complex processes;
  • Ability to work in partnership with others in a collaborative role;
  • Advanced knowledge in current and evolving technology related to field of experience;
  • Knowledge of current and evolving trends in the specific field, preferably in a non-profit environment;
  • Strong organization, planning, and problem-solving skills;
  • Certifications with ISM, IAITAM, or ICN preferred
