The IT Program Director is responsible for direction, coordination and management IT activities for Northeast US and World Office, Arlington, Virginia, IT Service Areas. Working closely for key stakeholders and staff within their defined area of service, they synthesis a plan of action and deliver targeted outcomes. Working closely with other Information Technology departments, they ensure systems are aligned with established operational guidelines. They capture technology needs of TNC staff through established methodologies and processes and seek to continually improve IT operations within their area of service. This individual reports to the Director of Global Field IT Operations.

Areas of Responsibility: 

The Information Technology Program Director II is responsible for directing and managing all activities within an IT business team, operation, service, or system team.  Working within an established vision, they identify key challenges, synthesize a plan of action for the area of responsibility, deliver targeted outcomes, and work closely with other business units and departments to ensure the area of responsibility functions effectively.  They may be the primary liaison to external partners/vendors on matters pertaining to a program area.  They have overall management responsibilities for the business, operation, system or service team, including the recruitment, development, and management of staff, establishing and monitoring budgets and communicating with TNC and our partners.

RESPONSIBILITIES AND SCOPE 

  • Management responsibility for a department, including recruitment, retaining, professional development, establishing clear directions, and setting objectives.
  • Design and/or direct diversified projects/systems/service, coordinating the work of other professionals, managing budgets, and ensuring program accountability.
  • Develop and administer budget, evaluate results and develop corrective strategies as needed.
  • Direct and participate in negotiations for agreements.
  • Ensure that programmatic commitment, TNC policies and procedures, and IT security and financial standards are met and managed.
  • Lead initiatives through collaboration with stakeholders in order to enhance overall performance in accordance with short and long-term objectives.
  • Maintain confidentiality of sensitive information.
  • Make strategic decisions that may have program-wide impact and may bind the organization financially or legally.
  • Plan and lead new projects/system/service/initiatives that will ensure department and organization-wide goals are achieved.
  • Responsible and accountable for meeting strategic goals and objectives.
  • Travel 25% or more to US and non-US locations, and work long hours during peak workload periods.
  • Work environment may involve infrequent exposure to disagreeable elements and may require physical exertion and/or strain.
Educational Background: 
Bachelor’s degree in information technology, computer science or related field, or 6 years of equivalent experience.
Skills/Experience: 
  • 3 years’ experience managing professional staff.
  • Experience working in or developing reliability and performance of a large IT system/service and/or project management principles, best practices and concepts.
  • Experience working with budgets and/or producing cost/benefit and risk analyses.
  • Fluency in English and in the dominant language of the assigned Region.

DESIRED QUALIFICATIONS

  • Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
  • ITIL Foundations, 6Sigma certification
  • Experience managing a geographically dispersed team.
  • Expert knowledge of current and evolving IT trends in relevant discipline.
  • Advance experience and/or working knowledge of area of responsibility.
  • Proficiency in synthesizing materials from multiple sources into a coherent and accurate summary.
  • Proficiency in working independently as well as jointly with colleagues on a team.
  • Understanding of best practices in non-profit management.
  • Experience working with and negotiating with IT vendors and multi-lingual support (if required).
  • Excellent written and oral communication skills.
