The GIO is the technology lead in defining strategy using their expert technical knowledge. Supports functions of large and highly complex IT applications.
A GIO will enable The Nature Conservancy to maximize the value of TNC’s investment in geospatial technologies and would provide a focal point for our highly skilled GIS workforce. Corporate GIS leadership will also provide a consistent means by which TNC can report on its accomplishments in GIS, and understand our return on investment. A GIO position will help ensure TNC is able to continue to be regarded as a leader in geospatial science and technologies in the field of conservation. They design and develop new, complex technology systems and solutions according to system requirements following TNC’s methodology and development best practices. In addition to providing leadership to the hundreds of GIS staff members at TNC, a GIO is a much-needed liaison to executive leadership. In turn, the GIO serves as a representative of the GIS Community so that its needs are heard by executive leadership.
RESPONSIBILITIES AND SCOPE
- Identify and deliver key authoritative spatial datasets.
- Determine a strategy for sharing authoritative information.
- Act as Project Lead on complex and loosely defined projects. Develop accurate project plans with realistic estimations and provide technical expertise to team members and users to help resolve complex project-related problems.
- Implement proper cloud computing architecture.
- Design a data maintenance plan for authoritative spatial datasets.
- Analyze changing business and market circumstances and industry trends to evaluate alternatives and develop/implement solutions in response to changing business and market circumstances. Re-engineer TNC business practices as necessary. Administrative responsibilities include customer management.
- Develop enterprise-level data and metadata standard.
- Create enterprise-level cartographic standards.
- Enable GIS field staff to contribute high quality data to an enterprise-wide Spatial Data Infrastructure.
- Design and develop new, complex technology systems and solutions according to system requirements following TNC methodology and development best practices.
- Lead member of a Center of Excellence to acquire, maintain, expand, and convey knowledge of relevant technologies and businesses supported and serve as a mentor to other team members.
- Attend and possibly conduct training classes to maintain knowledge base of current technology. Review technical publications on pertinent topics.
- Act as lead technologist on technology application maintenance projects related to application upgrades, conversions, and modifications.
- Performs tasks assigned as required to complete project including design, development, running specific programs, generating reports, and analyzing results.
- Provide support for production problems as assigned.
- Assist technical support staff, Business Support Center staff, Project Managers, and users as needed by providing support for applications including diagnosing complex problems requiring extensive analysis and troubleshooting.
- Design and implement solutions for corrective action in consultation with user community and IT support group.
- Assist with the development of data standards in compliance with IT best practices that will facilitate integration between systems within IT and its external partners
- 8 years of experience in Information Technology field with 7 years of recent relevant in experience in designing, supporting, managing Geospatial Information systems, specifically ESRI’s ArcGIS suite of products
- Experience with a specific database concept, application and/or programming tool set.
- Experience with at least two of the following areas: relational database best practices and concepts, such as Business Analysis, Data Analysis, Data Modeling, Data Standards, Data Quality Management (DQM), Data Cleansing, Data Architecture, DDL, Data Dictionaries, Data Marts, Data Mining, Data Warehouse / Warehousing, Value Chain, Data Sampling, Referential Integrity, and data-centric tools.
- Experience in one of the following disciplines: web applications programming, data modeling, PL/SQL, Oracle, MS SQL Server, Geospatial Analytics
- Advanced experience with the systems life cycle, project management principles and web-based programming best practices and concepts.
- Experience analyzing highly complex system-wide technical specifications and interfaces, debugging applications programs, and producing user and technical documentation
DESIRED QUALIFICATIONS
- Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
- Master’s degree preferred.
- ArcGIS certifications (Enterprise Geodata Management, Enterprise System Design)
- Knowledge of desktop technology programming best practices and concepts preferred, and knowledge of telecommunications and utility software such as Reflection, Outlook, PKZip and Norton Utilities.
- Experience in a global organization.
- Working knowledge of Microsoft Project.
- Two (2) years supervisory experience preferred.
