The Conservancy has an exciting opportunity for a Director of Operations and Finance (DOF) to provide overall direction and leadership for all operations functions across the Asia Pacific Region. The DOF is a critical member of the AP Leadership Team, responsible for developing, directing and executing strategies and plans for all activities related to finance & grants/contracts, legal, compliance, human resources, workplace culture, facilities & fleet, information systems, business administration/office management and safety.
The DOF works towards meeting the strategic priorities of the Region by developing, directing, and executing all strategies, plans and activities related to finance and operations. S/he is responsible for managing complex and administrative tasks related to Finance, Human Resources, Legal, Compliance, Information Systems, and Facilities Management, including preparing reports and forecasts, managing inventory and schedules, monitoring and preparing budgets, and processing forms. The DOF directs AP Council engagement in the financial management and financial sustainability of the Region, including the presentation of financial information at Council meetings. S/he is responsible for ensuring the operations and financial work is a collaborative and well-integrated effort across the Region and works closely with Philanthropy and Conservation Programs in preparing budgets and other financial information for funding proposals, regular financial reports and related guidance materials. The DOF manages vendor relationships and reinforces consistency in the organization's policies and procedures, providing direction related to operations.
The DOF works independently and with teams to establish and track measures, and indicators of operational and financial progress and success, reinforce compliance and consistency with related organizational policies and procedures. The DOF provides advice, guidance, and oversees training programs related to finance and operations. S/he will lead diverse activities, develop complex processes, project outcomes, and initiate solutions in order to improve effectiveness. S/he will serve as team leader for the enhancement finance & operations of systems and tools used across the Region. The DOF leverages constructive and effective relationships with a wide range of people, including senior management, public and private sector colleagues, partners, and financial/legal advisors. The DOF reports directly to the Regional Managing Director, and influences multidisciplinary teams comprised of finance, human resources, legal, compliance, grants and technology and information systems, and operations staff.
Specifically, the DOF will:
- Assist the Region in the development, review and implementation of strategic and annual plans.
- Provide financial oversight and fiscal management including budgeting, strategic financial planning, projections, preparation of periodic and ad hoc reports, for the AP Council, AP Region Leader Team, Business Unit Directors, and program managers; and ensure efficient and accurate functioning and documentation in all financial systems. Serves as principal contact for Council financial and operations issues and committees.
- Ensures the long-term financial sustainability of all BUs, Region and SCA projects, including the submission of long-term sustainability plans to the region.
- Effectively present financial data to a wide range of audiences including the AP Council, Leader teams, Project leaders and Staff.
- Serve as principal contact for AP Council and Region financial and operations issues and committees.
- Lead development of annual budgets; coordinate annual plans and budgets for all programs; develop timelines for budget submission; prepare summary documentation; and lead regional approval of annual budgets/plans. Ensure annual budgeting and planning processes are coordinated and monitor department programs for budget adherence and staff planning and compensation.
- Develop operational and fiscal guidelines to ensure efficient management of the program and compliance with regulations and policies and procedures.
- Ensure compliance with TNC administrative policies, pertinent IRS regulations, Generally Accepted Accounting Principles, and FASB requirements and is principal liaison with the Worldwide Office in these matters.
- Interact with internal and external auditors and providing the requisite information.
- Lead the Safety Team to develop, manage and communicate Emergency Preparedness plans.
- Build capacity in BU finance and operations so that they can present financial information to leaders.
- Serve as a credible activist to various stakeholders to ensure that complexities across the Region are addressed.
- Ensure strong human resources support for Business Units including workforce planning, recruiting, on-boarding, retention, professional development, performance management, compensation and off-boarding.
- Oversee general operations including administrative functions, grants management, facilities and fleet operations.
- Oversee development of programs to promote workplace satisfaction and strong workplace morale; monitor culture and develop programs to measure, maintain and improve as necessary.
- Oversee and work in collaboration with all Business Units, Worldwide Office, Global Teams, and operations staff on HR-related issues and provides guidance to others in satisfying administrative requirements, including working closely with the Regional HR Business Partner.
- Work with and communicate effectively with a wide range of people, including employees, the public, vendors, and people with different personal and professional backgrounds in order to develop, negotiate, and or implement programs and projects.

RESPONSIBILITIES AND SCOPE
- Management responsibility for administrative or professional staff, including training, professional development, establishing clear directions, setting “stretch” objectives, and overseeing the execution of day-to-day work.
- Conceive, design and manage complex and diversified finance & operations projects, directing work of staff or project teams, ensuring program accountability and deliverables are achieved.
- Conceive and lead new finance & operations programs/initiatives that will ensure program and Business Unit & Regional SCA goals are achieved.
- Provide timely and accurate financial reports, analysis and recommendations to AP Council, leaders and project managers.
- Develop and monitor budget, forecast, sustainability, and strategic financial plans.
- Oversee general accounting duties, to include: basic journal entries for transfers, loans, transactions, accruals, deferred revenue and expense corrections, cash flow, currency management and banking compliance;
- Review and monitor Regional income statement and balance sheet (including pledges) items at month and year-end close.
- Provide financial expertise on complex transactions, contracts, grants, and other special projects and direct or participate in negotiations for complex, high profile or sensitive agreements.
- Ensure revenue, expenses and net assets are managed to reflect donor intent, including working with cross-functional teams to perform revenue allocation.
- Oversight of privately funded awards.
- Oversee day-to-day financial activities such as purchasing, processing invoices, negotiating and contracting with vendors.
- Ensure that programmatic commitments, TNC policies and procedures, and financial standards are met and managed for ethical compliance.
- Maintains confidentiality of frequently sensitive and emotionally charged information.
- Ensures contracted vendors carry required insurance coverage and that appropriate documentation is obtained and maintained.
- Make strategic and informed decisions including decisions that may have program-wide impact and may bind the organization financially and/or legally.
- Manage strategic initiatives through collaboration with stakeholders in order to enhance performance in accordance with short and long-term objectives.
- Demonstrate experience and ability to act independently and resolve complex issues within program area.
- Minimize legal risk to the Conservancy and ensure legal compliance with applicable U.S. and AP Country regulations.
