Under the direction of the YP of Youth Development and Membership, the Regional Child Development Director will lead the association strategy, execution and expansion of child development programs in our service area. This includes direct management of Child Watch/Family programs and Child Development Center at the Ann Arbor YMCA and supervision of Child Development Directors at all other branches. He/she will lead the association efforts in all program expansion efforts, including participation in community-wide coalitions and other child and youth development collaborations and partnerships. They will be responsible for meeting or exceeding program numbers and quality deliverables for all child care programs throughout the service area. 

Areas of Responsibility: 

Fiscal Management/Administrative Work:

  • Develop and manage, with assistance from the child development directors, the association wide Child Development budget. Develop capital needs assessment and prepare funding options.
  • Monitor all financial record keeping, billing procedures and collections for all centers, in collaboration with the Business Office, including the oversight of third party reimbursement process including but not limited to CCN, DHS.
  • In collaboration with the Director of Mission Advancement, seek grant funding and other external resources to grow and expand program reach.
  • Ensure that local, state and federal guidelines are followed for child development programs, including food safety, emergency procedures and health care, as well as NAEYC accreditation standards.  Maintain record keeping for children and staff files according to YMCA, State Licensing, DHS, NAEYC and other accrediting/licensing agencies.
  • Maintain all enrollment, billing, and policy and procedure information for all programs. Directly manage the enrollment, waitlist and registration for the Child Development Center at the Ann Arbor YMCA. Maintain monthly records and statistics necessary to record trends and recommend program changes. Monitor compliance with DHS licensing and NAEYC accreditation. With the assistance of the Assistant Membership Director, manage allocation and oversight of financial assistance program for the child development program.
  • Maintain NAEYC accreditation. Coordinate, supervise and maintain developmentally appropriate programs for children ages 14 months to 5 years.  This includes, but is not limited to, the following the approved curriculum for programs: Early Childhood Program and Pre-Kindergarten Program, including Developmental Assets and program development and evaluations. Implement nutrition and physical activity as recommended by Y USA.
  • Participate in the Ann Arbor YMCA annual fundraising campaign; participate in other community events and fundraising as required.

Personnel:

  • Provide professional direction to direct reports in administration of their respective personnel management, budget development, financial assistance programs, equipment needs, program brochures and informational materials.
  • Create staffing plans for all centers to meet state and NAEYC ratio requirements. With the Child Development Coordinator and Youth and Family Coordinator, assign schedules and work responsibilities for the program at the Ann Arbor YMCA Child Development Center and Child Watch program.
  • Supervise all Child Development HR processes, including recruiting, hiring, training, assigning work and ensure completion of all hiring paperwork and onboarding as mandated by the Ann Arbor YMCA. Ensure staff training required to meet DHS licensing requirements (First Aid, CPR).
  • Ensure all staff vacancies are filled by following established YMCA hiring and screening policies and comply with state and local law, including processing of DHS background.
  • Provide needed feedback to staff regarding performance and opportunity for professional growth and development.
  • Ensure the equal and fair treatment of others.
  • Develop plans and strategies to ensure that YMCA staff and volunteers reflect the community being served (i.e., demographics).

Program Management:

  • Manage the high-level vision and direction for all Child Development centers in the association.
  • Keep the safety of children as the priority; know how to recognize suspected child abuse and neglect and implementing reporting procedures, as required by the State of Michigan and the Ann Arbor YMCA.
  • Coordinate maintenance/housekeeping work with Director of Facilities and Properties. Monitor and order needed equipment. Responsible for playground equipment as required by state licensing. 
  • Management of program supplies including purchasing, inventorying and distribution.
  • Serves as chief liaison with school personnel at sites and work to maintain positive and collaborative relationships with school administrators, teachers and staff members.
  • Act as a resource for School Age Child Care licensing, including but not limited to, holding licenses and ensuring compliance with Michigan LARA standards through weekly visits.
  • Visit each child development center weekly to evaluate licensing/NAEYC compliance and program quality.

Program Delivery:

  • Implement programs consistent with Creative Curriculum at the Collaborative: Ypsilanti YMCA Child Development Center and Reggio-Inspired Emergent Curriculum at the Ann Arbor YMCA Child Development Center.
  • Create and maintain a staff and program culture that promotes the YMCA’s mission, vision and core values.
  • Formulate, develop and coordinate a high-quality program to support core program goals in accordance with the Association’s strategic plan. Ensure the program is creative and stimulating and developmentally and age-appropriate.
  • Provide direction, guidance and expectations for staff planning of daily, weekly and monthly activities.
  • Plans regularly scheduled special events and educational opportunities for families of participants (e.g., Open Houses, Meet the Teacher nights, International Potlucks, Park and Playground Dates, workshops appropriate for demographics of community)
  • Provide for health and safety of children and staff. Develop and train staff in emergency procedures.
  • Demonstrate cultural competencies and respect for all people’s backgrounds by incorporating cultural, linguistic and familial values and beliefs into the program and lesson plans.
  • Model positive adult-to-child and adult-to-adult interactions, and foster an atmosphere of respect for children and adults. Develop discipline procedures and implement as needed.
  • Responsible for care and maintenance of site, including daily cleanup of activities and as well as scheduled site maintenance.
  • Attend parent or parent/child events related to programs.
  • Perform classroom teaching duties due to the absence of a teacher, ratio needs or budget constraints.
  • Responsible for ensuring transportation and check-in/check-out procedures are managed in a safe manner.

Communication:

  • Communicate regularly with parents regarding their children.
  • Meet weekly with FT staff (child care directors, lead teachers, site coordinators, etc.), maintain close/ongoing communication with direct reports, keeping them informed of any important information.
  • Meet with supervisor as needed, providing updates on programs. Keep supervisor informed of any important information and provide regular site status updates.
  • Demonstrate poise and professionalism with staff, parents, participants and other professionals.
  • Responsible for all aspects of customer service as it relates to Child Care programs including training of front line staff, communication with the Membership Welcome Center and addressing all inquiries and complaints in a timely and thorough manner.
  • With the Communications Director, develop and refine brochures, handbooks, registration packets and all related press releases and marketing materials as necessary; responsible for maintaining up to date and relevant information through digital communications included but not limited to the website and social media platforms.
  • Use abilities such as attention to details, multitasking and strong oral, auditory and written communication skills to interact with adults and children daily.
  • Represents the YMCA in the community and youth development spaces as well as in collaborations and coalitions. 

Collaboration and Expansion Efforts

  • Develop and strengthen collaborative relationships with community organizations and other entities to position the YMCA as a leader and partner in supporting youth development, and to make the YMCA accessible and affordable to all.
  • Work to establish new programs that are in alignment with the YMCA areas of focus: Youth Development, Healthy Living and Social Responsibility. Identify and analyze opportunities for new child development centers. Work closely with senior leadership team to ensure that all expansion efforts are consistent with and supportive of the YMCA mission, values and voice.
  • Oversee all phases of new early childhood development facility openings.  Guide and support local team(s) in all aspects of start-up including community relationship, facilities acquisition, site construction, financing, fundraising, marketing, and leadership recruiting, hiring, training and transitioning.

Educational Background: 
Bachelor’s degree or higher in early childhood education or child development. 
Skills/Experience: 

Must meet one of the following qualifications (applicable Bachelor’s Degree or higher preferred) 

  • Bachelor’s degree in a child-related field (elementary education, child guidance/counseling, child psychology, family studies and social work) including 18 semester hours of coursework in Early Childhood Education or Child Development and 480 hours of documented experience. 
  • Associate’s degree in early childhood education or child development including 18 semester hours of coursework in Early Childhood Education or Child Development and 480 hours of documented experience.
  • Montessori credential with 18 semester hours of coursework in Early Childhood Education or Child Development and 960 hours of documented experience.
  • Valid child development associate credential with 18 semester hours of coursework in Early Childhood Education or Child Development and 960 hours of documented experience.
  • Sixty semester hours with 18 semester hours of coursework in Early Childhood Education or Child Development and 1,920 hours of documented experience.
  • Must be at least 21 years of age or older (State of Michigan Licensing Requirement).
  • Have at least 2 semester hours of 3.0 CEUs in child care administration or have an administrative credential approved by LARA.
  • Minimum recognition as a YMCA Team Leader is strongly preferred, YMCA Multi-Team Leader is preferred. Incumbent must have willingness and ability to obtain YMCA Multi-Team Leader within 2 years of hire.
  • 3-5 years of supervisory experience in a child care or similar setting and an understanding of the mission and philosophy of the YMCA. 
  • Proven track record of applying best practices related to relationship management and community engagement. 
  • The incumbent must be a person with good judgement, excellent human relations skills, broad vision, and effective verbal and written communication skills. 
  • The person must have demonstrated success in staff supervision, teamwork, coaching and leading others, an understanding of community development and empowerment, strategic thinking, influencing skills, developing and implementing innovative concepts and responding to critical youth development issues.   
  • CPR, First Aid and Oxygen required or ability to obtain within 30 days. 
  • Chauffeur’s license preferred or ability to obtain within 30 days. Job requires travel within Washtenaw County, 15-20% to evaluate, oversee and expand existing and new markets within our service area.
  • Successful completion of DHS criteria. Including finger printing, physical examination, including a TB test required within 30 days of beginning work.
