The Monitoring and Evaluation Advisor(M&E) will provide technical leadership to capture program activities and results, ensure the collection and analysis of quality, timely and valid data, and develop and implement a program. learning to inform policy makers and other stakeholders. This person will be responsible for managing the knowledge generated from the project's monitoring and evaluation system. The monitoring and evaluation specialist will provide technical advice in designing and implementing the monitoring and evaluation plan, including rapid assessments and end-of-project evaluations. This includes the establishment of key components of the monitoring and evaluation system, including the selection of indicators, the setting of objectives, the development and implementation of monitoring and evaluation tools and systems and evaluation and reporting on all outcome indicators. He/She will ensure that all staff and local partners are trained in the components of M & E. He/she will contribute to a collaborative and adaptive approach, ensuring that the results of M & E activities are incorporated into the project and disseminated to stakeholders for continuous adjustment.

Educational Background: 
Minimum Master Degree or its international equivalent in business administration, education, life sciences / social sciences, international development, human development or equivalent field.
Skills/Experience: 
  • 5-8 years of experience in program design, monitoring and evaluation, in the preferred education sector.
  • Knowledge of statistical methods required; knowledge about SPSS and / or Stata.
  • Familiarity with SQL database development and PowerBI platform would be useful
  • Demonstrated success and experience in monitoring results and indicators of quality of education, access and community engagement.
  • Proven experience in collecting quantitative and qualitative data including development of collection instruments, training of enumerators, monitoring of field collection and data quality control.
  • At least three years of professional experience in developing countries, including in conflict-affected environments, and experience in Jordan or the region.
  • Technical knowledge of relevant monitoring and evaluation methods.
  • Skills in IT, databases, statistical software and analysis, particularly in areas related to monitoring and evaluation.
  • Demonstrated knowledge of US Government rules, regulations, policies and procedures regarding compliance and reporting on projects and programs.
  • Proficiency in English.
