The CEO is responsible for the overall administration and leadership of agency activities, including implementation, design, and ongoing monitoring of a comprehensive range of support services for those unhoused or precariously housed; staff selection and supervision; budget development and control; resource and agency development; community and government interaction; public relations; and strategic planning.
The CEO sets the agency’s strategy and vision, builds the HopeWorks culture, leads the senior team, and allocates/designates/attracts resources in alignment with the agency’s mission.
The CEO works closely with and reports to the Board of Directors to fulfill HopeWorks’ mission, philosophy, and goals. The CEO is the agency's spokesperson and works to solicit political and non-partisan support for advancing our work. The CEO is also the organization's Chief Culture Change Officer and the primary leader in operationalizing the agency’s core values and commitment to DEI and Social Justice.
Executive Leadership and Organizational Management
- Provide thoughtful, inclusive, visionary leadership rooted in Diversity, Equity, Inclusion, and Social Justice Principles, transparent, empowering, supporting, and guiding the organization’s mission and vision.
- Provide direct oversight and mentorship of the Executive Team, which includes the COO, CFO, Chief Human Resources Officer, and Chief Development and Communications Officer.
- Responsible for setting and implementing organizational and cultural change, which supports the overall agency’s vision and mission.
- Serve as the spokesperson for HopeWorks and our work.
- Engage in active DEI and social justice work as well; incorporate systems for self-accountability in this work and expectations for growth.
Operations
- Alongside the Co-COOs, work to ensure that programs adhere to standards of funding sources as well as compliance regulations.
- Ensure that programs are operating at the highest level and for the greatest good of our clients, which means regularly evaluating outcomes, making programmatic changes, and implementing accountability measures.
- Ensure that the agency’s internal and external processes and procedures lead to increased client care, greater efficiency, and long-term financial sustainability.
- Consider new opportunities or innovations to existing programming.
Finance
- Alongside CFO, establish the agency’s budget and ensure grants are being spent appropriately and completely; evaluate General Fund expenditures.
- Implement internal and external financial controls and provide input and oversight as necessary to any audits or reports.
- Safeguard cash flow and ensure long-term financial sustainability.
- Maintain and ensure fiscal accountability and control.
- Develop and nurture partnerships with funding sources.
- Provide direction/oversight on grants as needed.
- Become the “marketing plan” and truly embody being the spokesperson, not just of the agency, but of our vision.
- Serve on call for any media inquiries. Seek to develop relationships with media partners.
Government and Community Affairs
- Advocate on behalf of the agency to local and national elected officials, including public representatives and stakeholders.
- Work with advocacy groups to address problems, identify solutions, and speak in a shared voice.
Development and Communications
- Alongside Chief Development and Communications Officer, participate in major donor asks, donor cultivation, stewardship, and community events.
- Seek and solicit local and national funding, which includes traveling and speaking on behalf of the agency.

- Represent HopeWorks in Washington, D.C., and other conferences and platforms.
- Consult and serve on panels and provide discussion/consultation to other providers, government agencies, partners, etc., as needed. Serve as the industry expert.
Strategic Planning
- Advance the vision of HopeWorks, which includes developing more housing and a new day facility, focused on “healing” homelessness. Always be “one step ahead” and often fifty steps ahead in making changes and determining the service array and functionality of the organization to accommodate the changing landscape of homelessness.
- Work with the Board and agency to develop a strategic plan rooted in our core values (DEI, social justice).
- Update the mission/vision as needed, and ensure that all programs are advancing the mission and vision.
Board and Administration
- Alongside Chief Human Resources Officer, ensure that HopeWorks remains a place where people want to work, which means shaping a more inclusive, diverse culture and strategically incorporating ways to provide value to employees.
- Develop and implement a robust recruitment and retention plan, only attracting the best and brightest, with an emphasis on our core values and recruiting people with lived experience.
- Provide input on market rate increases, bonus structures, health and dental plans, and other packages.
- Assist with Board Development and work closely with the Board on issues that require their input. Put together Board Agendas, work with the Board on retreats and activities, and coordinate Committee meetings.
- Determine succession planning to ensure strong leadership for years to come.
QUALIFICATIONS:
- 5-10 years of Administrative and supervisory experience in the administration of organizations delivering health care, human services, or other services and program development/implementation. Bachelor's degree at minimum. Prefer Master of Business Administration, Master of Public Administration, or Master in human services/social work field or related graduate degree required.
- 10+ years of experience with fundraising, special events, and donor development. CFRE preferred.
- Demonstrated successes in grant writing, fundraising, and Board development.
- Thorough knowledge of elements involved in directing community-based human services, including Knowledge of program development, implementation, and evaluation; Knowledge of administrative procedures, including fiscal control, supervisory procedures, and facility management.
- Strong written/oral communication skills.
- Knowledge of applicable laws, standards, and regulations.
- Ability to develop and maintain effective working relationships.
- Thorough knowledge of administering contracts with governmental agencies and other funding sources.
- Knowledge of managed care concepts, particularly in the mental health field
