Monitoring Advisor, HIV and Reproductive Health

PSI seeks an advisor to cover for the current Monitoring Advisor for the HIV and TB and the Family Planning and Reproductive Health (FPRH) departments. This is a temporary position expected to start in late January and end in early June 2018. She/he will to the Deputy Director of the HIV/TB Department with dotted line to support from the Deputy Directors of FP/RH and Evidence for Implementation (EFI). The position is based in Washington, DC with the possibility of some travel (up to 30%).

Areas of Responsibility: 

Proposal and Project Development

  • Collaboratively provide technical input to development of conceptual framework/logic models, theory of change and associated indicators for key proposals, ensuring they are achievable, measureable and take into account globally accepted standards
  • Ensure that the monitoring related aspects (e.g. systems requirements, human resources etc.) within key proposals are technically sound and appropriately resourced, in collaboration with relevant evidence colleagues.

Evidence generation for respective health areas 

  • Ensure that monitoring data generated are in line with both sector (e.g. WHO guidelines) and national standards where possible. In addition, identifying and addressing data gaps for effective programming in line with the departmental strategy.
  • Ensure that monitoring data generated are in line with PSI technical policy and norms for relevant health areas (ex: indicators that are out of line with informed choice policy, setting of targets by method)
  • Work directly with country offices and the Global Business Systems department to support the development of robust end-to-end routine monitoring systems,
  • Report on and analyze performance against key performance indicators relevant to the supported departments

Capacity building of HQ, regional and country evidence teams

  • Reinforce capacity of HQ, regional and country teams on health area specific information management (collection, analysis and use of routine data for decision making)
  • Update HQ, regional and country teams on latest monitoring methods and approaches relevant for health areas (i.e. new data collection apps, Analytics tools etc) to strengthen information management

Evidence use strengthening at country and regional level

  • Support country and regional teams to shape their evidence use strategy, taking into account both routine data and research (linking data to their activities/deliverables)
  • Support country and regional teams to develop action plans to deliver their evidence use strategy

Internal learning and sharing

  • Document and share case studies on effective evidence use as well as innovative evidence management practices (such as the use of technology) with the PSI network
  • Collaborate with HARAs and SRE to ensure internal and external evidence dissemination builds on both routine and research data
Educational Background: 
PhD (with 3+ years of experience) or a Masters degree (with 5+ years of experience) in public health, behavioral sciences, epidemiology, tropical medicine, population studies, or a related field.
Skills/Experience: 
  • 3-5 years of professional experience in monitoring and evaluation (preferably on HIV, family planning or sexual reproductive health programs)
  • Proven experience designing M&E frameworks, including: routine data collection, data quality assurance, and data use (preferably for public health interventions)
  • Knowledge of DHIS2 desirable
  • Demonstrated ability to work independently, highly organized, comfortable working on multiple simultaneous projects,
  • Excellent written, verbal and inter-personal communication skills.
  • Proficiency in French is desirable
  • An advocate.
  • You have experience working with Ministries of Health, international organizations, and global health donors.
  • You know how to design an advocacy strategy and how to influence and drive policy change around safe abortion services.
