The primary purpose of the Associate Director, for US Programs & Advocacy (USPA) and Head Start (HS) is to provide HR guidance and counsel to both USPA and HS in support of the successful implementation of the Agency’s strategic goals. For USPA, the incumbent is responsible for ensuring the division has systems and processes to attract, develop and retain highly qualified talent. For HS, the incumbent will provide effective support to Save the Children’s Head Start and Early Head Start programs across the country and guarantee compliance with the Head Start regulations and appropriate employment law.
Areas of Responsibility:
- Employee Relations – Establish strong engagement across the USPA and Head Start divisions and act as key contact and resource for the broad range of HR matters from policy communications and interpretation to relationship and change management. Utilize and refer to HR resources such as the USPA HR Director and the HR Answer Desk.
- Performance Management – Provide training and support to managers (including the local HS HR Managers) through the performance appraisal process each year including guidance in setting performance expectations, employee development plans and communications; assist managers in assessing employee performance and addressing deficiencies.
- Recruiting – Overall accountability to support management getting the right people in the right jobs at the right time. Understand current and future staffing needs; support building pools of ready candidates through internal succession planning and external market knowledge. Work closely with hiring managers and HR partners to ensure the right organization structure, right job descriptions and grading. Ensure the successful onboarding of new staff and new programs.
- Staff Management – Provide strategic and tactical direction to Head Start Human Resources staff. Set goals, define scope of work and oversee project deliverables and ensure quality output.
- Policy and Compliance: Ensure compliance with Agency, State and Program-wide policies, labor codes and standards. Partner with HR Advisory staff to provide a united and consistent, Agency-wide HR approach to the clients. Provide expert guidance on Head Start performance standards, grievances, disciplinary issues and child safeguarding protocols.
- Capacity Building and Networking: Provide overall leadership and counsel to assure successful implementation of HR strategies, programs and procedures, as well as to ensure compliance with labor codes and agency HR policy and standards. Drive HR continuous improvement and foster experience sharing and shared learning across both divisions. Build a strong network of HR leadership through experience sharing, knowledge management and promoting best practices. Contribute to professional development and career advancement of the Head Start HR team and partner with Program Directors to achieve goals.
- Talent Management – Gain a thorough understanding of USPA and HS organizational capabilities and individual competency needs, and help leadership build a strategy and implementation for talent development, leadership development, succession planning, etc.
Educational Background:
Bachelor’s degree.
Skills/Experience:
Required Qualifications
- You have a minimum 5-7 years' experience in an HR Generalist role in support of a large (100+) employee population, in a complex and multi-site organization.
- Demonstrated working knowledge of Federal, State, and local labor laws, including EEOC, FMLA, Workers Compensation, and FLSA.
- Demonstrated experience in areas including: employee relations, recruiting, talent management, compensation & benefits, and organizational development.
- Experience working with minimal support resources and able to influence HR outcomes with minimal process or intervention.
- Strong analytical and problem solving skills
- Able to think creatively and strategically, to overcome obstacles.
- Able to travel up to 25% and work collaboratively with diverse teams and individuals.
- Excellent communication and presentation skills.
Preferred Qualifications
- PHR/SPHR certification is preferred.
