Though contested by other program departments, the LAC team is clearly the best at PSI.  LAC is known as the “innovation lab,” a place where exciting new ideas in global health are tested. Currently, we have programs operating in Guatemala, The Dominican Republic, Nicaragua, El Salvador, Honduras, Costa Rica, Panama, The Caribbean, Haiti, and Paraguay. 

We are looking for a Technical Advisor to help implement the CDC funded project “Improving HIV/STI/TB Prevention, Treatment and Care Services for Mobile Populations in the Dominican Republic” with the goal of reducing HIV prevalence through the implementation of direct service delivery in partnership with civil society and the Ministry of Health. The Technical Advisor, in conjunction with the SFH local team, will focus on continuing to build quality service delivery and effective achievement of project goals by providing on-going, dedicated leadership, open dialogue and partnership and strong team management.

This position will report to the Deputy Regional Director and will be based in the network member office of PSI in the Dominican Republic, Society for Family Health. This is a two year position, with funds secured for the first year.

Areas of Responsibility: 
  • Strengthen existing SFH HIV program and team, with a focus on using data for decision-making,
  • Strengthen SFH communication and coordination with partners in order to continue to improve linkages and achieving joint goals
  • Strengthen and update, in partnership with CDC, MOH/SNS, and SFH colleagues, standard operating procedures for the mobile clinics that ensures integrated, comprehensive care
  • Conduct technical review on site visits of clinical quality assurance for laboratory, service delivery, and M&E/surveillance reporting.
  • Strengthen the capacity of host-country implementing institutions to more effectively manage, monitor, scale up and sustain the interventions;
  • Document and disseminate successful innovative approaches, evidence-based best practices and lessons learned, tools and methodologies in HIV/AIDS programming, and capacity building,
  • Represent PSI on relevant working/technical advisory bodies and meetings as needed
  • Ensure smooth financial and programmatic execution of award and preparation of reports
Educational Background: 
You have a Master’s Degree or other relevant advanced degree in relevant health field.
Skills/Experience: 
  • Experience : You have prior technical support and/or program implementation experience in HIV testing, linkage to care, mobile services, behavior change communication, and clinical quality assurance targeting key populations. You have ten years of relevant professional experience, of which at least five years are overseas in the Latin America & Caribbean Region.You have experience and proven success in implementing social marketing programs.
  • Communication: Familiarity with and proven success in building strong partnerships with PEPFAR, CDC, USAID, Host Country Government and Local Non-Government partner, Excellent written, verbal, and interpersonal communication skills. 
  •  Language: You are Highly proficient in Spanish.
  •  Analytic: You enjoy tackling problems and aren’t afraid to propose solutions.
  •  Initiative: You see a need and you meet it, you’re bold. You stay positive when things are difficult and communicate with your team efficiently.
