Stichting PSI-Europe (“PSI/Europe”) is an independent non-governmental organization, based in Amsterdam, the Netherlands, and is affiliated with the world’s leading network of non-profit social marketing organizations: Population Services International (PSI). The PSI network comprises local offices (‘members’) in more than 50 countries throughout Africa, Asia, Latin America and the Caribbean, and Eastern Europe. The PSI network is coordinated by PSI’s global headquarters in Washington DC, USA.
Mission: Stichting PSI-Europe’s mission is to make it easier for people in the developing world to lead healthier lives and plan the families they desire by building relationships with European stakeholders (donor governments, universities, private sector, foundations) and generating resources for the PSI network.
The Finance & Admin Manager directly oversees all financial, accounting and administrative activities including payroll and fringe benefits. He/she ensures that the organization meets its statutory and regulatory financial obligations and is responsible for maintenance of sound financial management and control and strengthening the capacity of the finance team to provide high quality project budgeting, budget management, financial planning & analysis, and cost control at every level of the organization. The person reports directly to the Managing Director.
Accounting and Finance Management:
- Ensure compliance with statutory and donor regulations and procedures; maintain Finance and Administration policies, systems and procedures, and direct or perform their development, documentation, and implementation.
- Supervise and ensure the day-to-day accounting operations and financial management.
- Provide continuous review and maintenance of accounting and financial control throughout the organisation.
- Prepare all financial reports for external purposes. Ensure the compliance with the various standards and regulations.
- Maintain the organization’s system of accounts ensuring all accounting data are updated, reconciled and fully supported by relevant documentation.
- Prepare and track annual operating budget.
- Prepare/consolidate separate project budgets.
- Present and facilitate review of actual expenditures. Provide recommendations for budget realignments.
- Prepare regular financial updates for the Managing Director and the Board.
- Ensure timely end-of-year closure.
- Prepare annual financial statements in accordance with the relevant guidelines by the Dutch Council for Annual Reporting.
- Manage cash flow.
- Coordinate with external payroll firm the preparation of monthly payroll, pension contributions, various insurances, etc.
Managing Audit
- Coordinate and manage external and internal audit process for annual statutory audit and project audits.
- Monitor progress on work plans for implementation of audit recommendations.
HR Administration:
- Ensure compliance with local labor laws.
- Oversee Seconded employees arrangement with PSI.
- Support the smooth integration of new staff members.
- Oversee the collection and review of PSI/Europe employee timesheets.
Sub-award management
- Support the Head of Programs in financial oversight of specific projects.
- Draft and negotiate Sub-awards terms and conditions.
- Ensure that sub-awardees comply with funder regulations.
- Review and approve sub-awardees financial reporting.
- Conduct Sub recipient monitoring visits (including travel).
General Administration and Representation
- Supervise the Accounting Administrative Assistant.
- Participate in elaboration of Annual work plan and strategic plans, facilitate discussion on Risk Management.
- Review donor and partner agreements, draft Task Orders with PSI.
- Ensure smooth operation of the office.
- Participate and present financial information in the PSI-Europe Board Meetings.
- Serve as the liaison with donors on matters related to budgeting and financial reporting.
- Participate in donor and partner meetings and events. Contribute to the creation of a positive image and overall credibility of the organization.
- At least 5 years experience in similar role.
- Experience in audits, budgeting and production of financial reports.
- NGO finance management experience, familiar with guidelines of the Dutch Council for Annual Reporting for Non-profit organizations.
- Familiar with donor regulations (including Dutch Ministry of Foreign Affairs).
- Experience in management of staff.
- Expert user in Excel, experience in accounting software (QuickBooks experience is an advantage).
- Highly analytical, with strong eye for detail and ability to digest and organize complex data.
- Team player, excellent communication skills, including strong track record of producing quality documentation and experience of facilitating discussion.
- Proactive and flexible.
- Ability to deliver quality and timely results, even under time pressure.
- Good sense of humor and comfortable working in cross-cultural contexts.
- Native or bi-lingual proficiency in English and Dutch, French is desirable.
- Willingness to travel.
- The candidate should be a Dutch citizen or have the right to work in the Netherlands.
