An integral part of the U.S. Emergency Preparedness Team, the Specialist, U.S. Preparedness manages preparedness projects, providing technical assistance to partners to improve communities abilities to protect children in disasters. He or she will help develop partnerships at state and local levels, mobilizing key stakeholders in children in emergencies working groups that improve response coordination. He will guide the development of resources that improve communities capabilities to identify and meet the needs of children in emergencies and will lead training for emergency and child-serving audiences. In this position the Specialist, U.S. Preparedness is critical to the U.S. Preparedness team's vision of developing local capacity to protect children before, during and after emergencies.
Assists in providing input to their function's strategic and operational plan. Assists in developing short-term plans and organizes resources to achieve results. Accountable for day to day decisions around execution of job, and for setting clear objectives and measures for self. Requires little or no supervision on routine work assignments, but may require supervision to review work progress and results on non-routine work assignments. General regulations exist, but incumbent must interpret the regulations. Keeps manager informed of important issues. Builds effective relationships within their immediate or peer workgroup. Leads/supervises administrative support staff or program(s).
Project Management including planning, monitoring and delivery (40%)
- Work with preparedness team and external partners in planning phase to develop project strategy and implementation plan.
- Assist M&E partners in designing evaluation methods and collecting and monitoring project data.
- Manage two consultant staff that will carry-out day to day project needs on the ground in project states
- Ensure on time and within budget completion of project deliverables and milestones; including donor reports
Provide Guidance and Technical Assistance for Children in Emergencies Working Groups (20%)
- Facilitate the development and progress of working groups at the state level that help emergency organizations and agencies better identify and address gaps in emergency planning and operations.
- Provide in-person and remote training and technical assistance for program staff; maximize the use of technology to do so.
- Guide consultants and groups through assessment activities and action planning activities.
Build and manage community and state partnerships with emergency volunteer and response agencies and organizations (20%)
- Develop partnerships to achieve project goals, build awareness around children's needs, and improve community, institutional and family preparedness in the U.S.
- Build capacities of partner organizations and agencies to identify and address children's needs in emergencies.
- Represent Save the Children as part of local and state emergency convenings ensuring children's needs are represented and addressed.
Guide Development of Project Resources, Tools and Assets; Lead and Develop Trainings (20%)
- Provide technical expertise in the development of tools, assets and resources that can assist emergency agencies and organizations in meeting children's needs.
- Lead trainings for organizations, agencies and working groups that build capacities to protect children before during and after disasters.
- Develop or improve trainings to meet specific needs of the communities and target audiences as needed.
Required Qualifications
- Minimum 3-5 years' experience in program development and management, emergency management or non-profit experience required. High School diploma or equivalent required; Associate's or Technical/Vocational degree, Requires a professional level of specialized knowledge, technical/functional skills and attention to detail to manage complex tasks, programs or projects.

- Training, technical assistance and presentation experience- in person and remotely
- Team player, able to work effectively across all levels of an organization
- Computer skills, including Microsoft Office- Word, Power Point, Excel etc.
- Must be willing to travel 25-50%
- Professional level of specialized knowledge to manage complex tasks, programs or projects.
Preferred Qualifications
- Experience managing inter-agency partnerships.
- Training and experience in child protection issues desired.
- Demonstrated knowledge and understanding of emergency management/preparedness sectors and stakeholders.
- Demonstrated knowledge of children's programming, education and/or child care sectors.
