Administers selected benefit programs in compliance with federal, state and local regulations and established policies for benefits for US and international staff and will coordinate closely with our HR Partners, Employee Service Center and HR team members who support staff in the US and internationally. Assists in developing changes to existing plans and/or developing new plans in benefits areas assigned. Delivers benefit communications to employees, maintains process documentation and oversees HR Intranet benefit updates. Monitors vendor feeds and resolves error reports and reconciling and processing vendor invoices for payment. Work closely with the Director to manage health, welfare and retirement programs and oversee plan compliance and audit processes. Supports and assists all US, US Expat, Third Country National (TCN), International Local and International staff benefits projects.

Areas of Responsibility: 
  • Plans and directs implementation and administration of employee benefit programs such as health insurance, disability insurance, life insurance, employee assistance, retirement and other plans.
  • Assists in the preparation of summary plan descriptions and other documents that communicate the provisions of each benefit program to staff effectively and clearly.
  • Communicates to employees about these specific plans.
  • Researches and responds to questions from employees and leaders regarding interpretation of benefits plans regarding eligibility, covered services and exclusions.
  • Processes benefit plan enrollment and change forms through input to HR systems; processes remittances and other communications to outside providers; coordinates timely and accurate payment for all benefit programs to the benefit provider/carrier.
  • Assists with development of informative materials from vendors.
  • Maintains knowledge of and analyzes government regulations, benefit program trends, and prevailing practices among similar organizations.
  • Ensures compliance of benefits administration with federal and state laws, such as the Internal Revenue Service (IRS) and Department of Labor (DOL) regulations.
  • Processes benefit plan enrollment and change forms through input to HR systems.
  • Works with Human Resource Management System (HRMS) team to ensure the HRMS meets benefits needs and reflects updated changes to plans, selections, etc.
  • Oversees benefit enrollment process and annual open enrollment meetings to ensure employees receive accurate information and enrollments are completed on a timely basis.
  • Serves as company contact with brokers and third party vendors providing benefits to
  • employees.
  • Analyzes and evaluates services, coverage and options available through insurance and investment companies to determine programs best meeting needs of organization
  • Ensures necessary plan documents are in place and government mandated disclosures, summary documents are distributed to eligible employees.
  • Oversees development of informative materials from vendors.
  • Uses data to monitor trends and recommends educational initiatives, benefit plan changes, vendor changes, and cost-sharing.
  • Ensures availability of adequate materials and develops appropriate company materials in–house.
  • Analyzes participation and utilization for all benefits on a monthly, quarterly and annual basis.
  • Researches and responds to complex questions from employees and leaders regarding interpretation of benefits plans regarding eligibility, covered services and exclusions.
  • Investigates and resolves problems involving delivery of and payment for services by contacting healthcare professionals and other service providers, benefit plan providers, and employees.
  • Develops, implements and evaluates wellness and health care educational programs to promote healthy lifestyles and changes in health care utilization and compliance.
  • Analyzes vendor invoices, corrects participation levels and processes payments.
  • Processes benefit plan enrollment and change forms through input to HR systems; processes remittances and other communications to outside providers; coordinates timely and accurate payment for all benefit programs to the benefit provider/carrier.
  • Prepares various benefit plan reports and may conduct analysis of benefit plan usage for Management
  • Works with Human Resource Management System (HRMS) team to ensure the HRMS meets benefits needs and reflects updated changes to plans, selections, etc.
  • Performs other duties assigned.
Educational Background: 
Bachelor's Degree or its International Equivalent • Business Administration, Finance, Human Resource Management or Related Field.
Skills/Experience: 

Applied Knowledge & Skills:

  • Working knowledge of benefits practices required including compliance with state and federal laws that apply to benefit plans.
  • Working knowledge of ERISA, HIPPA and Pension Protection Act.
  • Strong analytical and problem solving skills.
  • Excellent oral and written communication skills.
  • Ability to multi-task and work well in a team or individually on assignments.
  • Demonstrated proficiency with MS Office Suite and HRMS/Payroll systems.
  • Demonstrated project management and organizational skills.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English

  • Assists management with screening and selecting various benefit packages for the company.
  • Supports management with managing benefit vendors and providers.
  • Mentors lower level staff to accomplish departmental and organizational goals.
  • Typically reports to a Director.

Education:

  • Bachelor's Degree or its International Equivalent • Business Administration, Finance, Human Resource Management or Related Field.
  • Certification as Benefits Professional (CBP) preferred.

Experience:

  • Typically requires 5 - 8 years of experience with analysis, design, and administration of benefits programs.
  • Prior work experience with Workday HRIS system preferred.
  • Prior work experience in a non-governmental organization (NGO).

Typical Physical Demands:

  • Typical office environment.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift 5-50 lbs.
