The goal of this anticipated project is to amplify family planning and reproductive health (FP/RH) activities and emphasize key high impact practices (HIPs) to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Building on the successes and lessons learned to strategically and deliberately support replication and scale up of key FP HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target countries and model this for the region.

The Chief of Party is expected to bring forth the strategic vision of this unique, catalytic project, and see it to successful implementation. The COP will have overall responsibility for management and coordination of all Amplify-FP activities, staff, and leadership of the project to achieve sustainable results. The position will be based in Lomé, Togo, and will report to the Director of the Regional Bureau. This position is contingent upon funder approval of key personnel and availability of funds.

Areas of Responsibility: 
  • Lead and provide day-to-day technical guidance and management oversight to the project, including programmatic monitoring, ensuring quality and timeliness of all activities.
  • Oversee project technical and strategic planning including annual work plan, budget, progress reports, and financial/grant reports, and ensure timeliness and quality of project deliverables.
  • Serve as the primary liaison for the project with the lead contractor, government counterparts, grantees, other stakeholders, and FHI 360 headquarters, playing a coordination role as needed.
  • Ensuring the quality and the period for compliance in the preparation and submission of monthly, quarterly, semi-annual and annual reports.
  • Implement a technical area of supervision plan, in close coordination with the project manager and technical leads.
  • Ensure that the project objectives and the mission of FHI 360 are met.
  • Participate in the working groups in collaboration with consortium partners and government officials as needed.
  • Principal responsibility for representation to USAID and interacts with local governments, international organizations, other development projects and Chiefs of Party, and other key stakeholders. 
Educational Background: 
A Master’s degree or higher in Public Health, Business Administration, International development, or similar field is required.
Skills/Experience: 
  • S/he should have effective leadership and strategic planning skills, excellent management experience, outstanding interpersonal skills, technical expertise in public health in Africa, and strong written and oral communication skills to fulfill the diverse technical and managerial requirements of Amplify-FP’s program description.
  • S/he will have principal responsibility for representation to USAID. S/he will also have experience interacting with local governments, international organizations, other development projects and Chiefs of Party, and other key stakeholders. 
  •  15 years of demonstrated experience in implementing, leading, and managing development programs is required. Substantial experience in Francophone West or Central Africa is strongly preferred.
  • Prior experience as a COP, Deputy COP or equivalent is required.
  • Supervisory experience over multicultural teams of similar scope and size is required.
  • Extensive experience preferred with building and maintaining effective partnerships and leveraging resources with development stakeholders. 
  • Strong organizational skills are required 
  • Strong communication and representation skills is required. 
  • Experience representing government officials, USAID, and other key stakeholders is required.
  • Fluency in French (3S/3R minimum) and English (4S/4R) are required.
  • Additional training in management, leadership, and strategic planning is strongly preferred
  • S/he must include a personal (1 page or less) statement about his/her understanding of the strategic vision of Amplify-FP and how s/he will use his/her role and skills to implement it.
