mSTAR is seeking a Gender and ICT Technical Advisor to support the Digital Inclusion team within USAID’s Global Development Lab/ Center for Digital Development. The Gender and ICT Technical Advisor will coordinate digital gender divide activities with a number of USAID operating units (Bureaus, Missions and Offices) in particular the Office of Gender Equality & Women’s Empowerment in the E3 Bureau, as well as coordinate inter-agency efforts on the topic, and external outreach to other public and private sector partners. The Gender and ICT Advisor will provide technical assistance and project management oversight, leading the Digital Inclusion team’s activities on projects, training, research, written analysis and oral communications on a wide variety of gender issues as it relates to digital development.

Areas of Responsibility: 

The Gender and ICT Technical Advisor’s time will initially be distributed as follows:

  • 70% -  support of a new multi-office, cross-USAID initiative addressing the main barriers preventing women’s access and adoption of digital technologies in developing countries.
  • 20% - management of the existing gender portfolio within the Digital Inclusion team and providing guidance on deployment of resources.
  • 10% - other related engagements with and special projects for the Office of Gender Equality & Women’s Empowerment in the E3 Bureau.

Anticipated responsibilities include:

  • Exploring and establishing public-private partnerships supporting Internet and mobile connectivity, particularly for women and girls.
  • Liaising with other donor and USG agencies on gender and ICT activities and identifying areas of collaboration.
  • Providing guidance and practical tools for design and implementation of gender and ICT activities to agency staff and implementing partners.
  • Managing new and ongoing gender and ICT activities supported by the Digital Inclusion team.
  • Representing the Digital Inclusion Team’s work and serving as a thought leader in digital development thought blogs, presentations, research reports, and other materials.
  • Delivering online and in person trainings in digital inclusion focus areas, particularly on gender and ICTs.
Educational Background: 
A bachelor’s degree in a relevant field of study.
Skills/Experience: 

The ideal candidate will possess both technical expertise on gender and digital development topics, as well as an entrepreneurial can-do attitude to take projects from concept to implementation, particularly in a dispersed, fast paced and multi-faceted work environment. 

  • Expertise in gender analysis and knowledge and application of best practices in ICT4D.
  • Experience working on public-private partnerships.
  • Experience working with ICT4D and populations particularly affected by unequal access to the internet.
  • Knowledgeable on the use of mobile network data in development activities; familiarity with its potential risks to privacy and/or protection.
  • Knowledgeable on the use of digital financial services in development programming and major issues in gender and DFS.
  • Strong written and verbal communication skills, including the ability to confidently and persuasively address public gatherings and internal USAID audiences.
  • Experience designing donor-funded gender and technology projects.
  • Ability to coordinate, convene and engage multiple stakeholders on gender and ICT.

Experience

  • Minimum of 5 years of professional experience managing international development or donor projects.
  • 2 years’ experience designing and/or leading gender and ICT programming or research.
