Summary

The Manager, Financial Planning & Analysis supports the Associate Director in ensuring financial support to the agency Business Teams and supports agency financial reporting and analysis needs.  S/he ensures that it is developed in line with strategic and operational plans (including capital planning) and that all revisions are compiled, analyzed and calculated in an accurate and timely manner.  S/he will build capacity within all divisions in preparing and managing budgets and leading the completion of Agency financial analyses.   The Manager will also support the Associate Director in completing detailed financial analysis, modeling and data mining, as assigned by senior finance management. 

 

What You’ll Be Doing (Essential Duties)

Assists in providing input to their function’s strategic and operational plan. Assists in developing short-term plans and organizes resources to achieve results. Accountable for day to day decisions around execution of job, and for setting clear objectives and measures for self. Exercises independent judgment and discretion on significant matters related to functional area. Requires little or no supervision on routine work assignments, but may require supervision to review work progress and results on non-routine work assignments. General regulations exist, but incumbent must interpret the regulations. Keeps manager informed of important issues. Builds effective relationships within their immediate or peer workgroup. Leads/supervises administrative support staff or program(s).

  • Agency Planning, Reporting & Budgeting (35%):
  1. Supports the annual planning and budgeting processes; Accountable for operational excellence in budgeting. Support budget revision process for divisions including: developing calendars, work plans, templates; providing training; and preparing financial and narrative documents for presentation to the SMT and F&A Committee of the Board.
  2. Develop tools and guidance to manage the strategic initiative request process. Analyzes and summarizes all projections and requests for SMT approval.
  3. Support Finance Divisional planning and quarterly reporting process.
  4. Support the following aspects of: Monthly, Quarterly & Annual Closing with team.
  • Financial Modeling & Forecasting (20%):
  1. Support the development of multiyear agency revenue and expense budgets based on input from functional and business teams.
  2. Support tools for analysis of projections and for forecasting to provide senior leadership with better information for decision making. (20%)
  • Continuous Improvement (15%):
  1. Review, assess and identify areas of improvement/change in agency budget policies/procedures
  2. Support Agresso Planner module by maintaining and updating coding.
  • Customer Service (15%):
  1. Interacts directly and frequently with Finance staff within Divisions across the agency.
  2. Support stakeholders through training and documented guidance on annual budget processes.
  3. Supports monitoring of HQ offices budget versus actual reports and support managers in determining mechanisms to address any issues.
  4. With the Associate Director, develops and delivers training programs for finance and non-finance staff in meeting agency financial objectives.
  • Policies & Procedures/Other (15%):
  1. Support the development of finance policies related to budget and disseminate to stakeholders.
  2. Conduct special projects as requested.

 

 

Required Qualifications

  • You have a minimum 3-5 years' experience in area of expertise 
  • High School or Technical/Vocational Degree
  • Professional level of specialized knowledge to manage complex tasks, programs or projects. 

 

 

Preferred Qualifications

Bachelors’ degree through Masters’ Degree preferred. Prefers a professional level of specialized knowledge, technical/functional skills and attention to detail to manage complex tasks, programs or projects.  In depth knowledge of financial planning and budgeting processes and financial reporting.  Proficient skills in the management of financial management systems.  Experience in Finance business project management.
