Summary
The Emergency Health Advisor will serve as technical advisor to ongoing programs, first responder to new emergencies, and technical lead on several global priorities for research, advocacy and state of the art guidance. Technical support to county programs will include technical needs assessments, response strategy development, mobilizing resources for emergency health activities and implementation of the emergency health response. The Advisor will be part of the emergency health and nutrition team, and will drive the scale-up and expansion of the humanitarian health portfolio. The Advisor will work closely with Department of Global Health (DGH) and Department of Humanitarian Response (DHR) colleagues for emergency deployments, to facilitate emergency health program learning and innovation, and to participate/contribute to agency wide capacity development in emergency health.
What You’ll Be Doing (Essential Duties)
Strategy, Leadership & Representation (20%)
- Provide health technical leadership in sub-thematic areas at global level, e.g. community-based child health approaches (e.g. iCCM in emergencies), DRR, HIV, etc.
- Actively engage in the development of Save the Children strategy papers and operational plans at global level
- Provide technical assistance to country offices in formulating humanitarian health response strategies and preparedness plans
- Represent the agency at global, regional, and country office level at health forums, with donors, partners and other stakeholders, as needed
- Play an active role in agency-wide efforts to build capacity in the design and delivery of quality humanitarian health responses through global, regional, and country level trainings
Technical Assistance to New and Ongoing Emergencies (40%)
- Provide remote technical oversight and backstopping to ongoing humanitarian health responses in Sudan, Syria, Rwanda, and others
- Provide remote and on-site technical assistance and contribute to the scale-up of new humanitarian health programs
- Collaborate with DGH colleagues to ensure emergency health activities are consistent with country strategic direction, and that programs transition smoothly from emergency to development
- Provide on-site technical support to rapid onset emergencies where the size and scope of the emergency exceeds in-country and regional capacity to respond (including rapid assessments, surveys, start-up of program)
- As requested, be available to deploy to new emergencies or fill critical gaps (1-2 times per year)
Resource Mobilization (20%)
- Facilitate fundraising for health programs through development of high quality concept notes and project proposals, and by providing substantial technical review of draft proposals.
- Actively liaise with account holders and other team members in mobilizing resources for countries that are on the backstop list
- Work with Senior Director to cultivate and manage donor relationships, actively pursue new funding opportunities for strategic priorities
Program Learning and Innovation (10%)
- Participate in the design, testing, and evaluation of innovations to advance emergency health programming with specific reference to those areas identified as Save the Children priorities
- Inspire and actively engage in the design and implementation of robust M&E strategies and HIS in emergency health programs
- Document and share lessons learned from emergency responses, research projects and global-level partnerships
- Participate in agency meetings and facilitate learning opportunities as delegated
Other (10%)
- Other tasks in the area of emergency health, including personnel management
Required Qualifications
- Bachelor’s degree required
- A minimum 7-10 years of experience in Maternal, Newborn and Child Health
- Experience in setting standards and quality assurance in clinical settings
- Experience and knowledge in applied epidemiology
- Working knowledge of the Sphere project and other international best practices in emergencies with understanding of broad range of humanitarian principles.
- Proven track record of designing projects, writing proposals and generating resources with diverse donors
- Strong interpersonal skills, enthusiastic and flexible team player
- Willingness and ability to travel internationally up to 40% and work in insecure and hardship environments.
- Strong Level of Technical and/ or Managerial knowledge, skills, and experience to direct the operational activities of a Unit or Team, or provide technical advice, guidance and management related to various size programs, grants or projects.
Preferred Qualifications
- Advanced degree in medicine and/or public health strongly preferred
- More than 5 years leading emergency health programs in the field, including rapid onset emergencies
