Summary
This position is responsible for supporting budget holders’ effective management of their budgets by developing, monitoring and analyzing the management of the International Programs Leadership (IPL)’s divisional financial resources across all funding sources and within all IP Departments. S/he will manage IP Management Department budget and expense transactions and provide financial analysis, projections and recommendations to the Senior Director Budget and Award Management and IP VP. The position will monitor use of agency resources, inform decision-making, and ensure best practices in budget management are applied across the division. The position will provide capacity building and support to IPL budget managers as needed to ensure consistent approach to budget management. The position will lead the yearly budget development and reforecast(s) processes to ensure coherent, robust and timely divisional submissions.
What You’ll Be Doing (Essential Duties)
Provides input to the strategic and operational plan for their functional area. Develops short-term plans and establishes priorities affecting own area. Accountable for achieving results in short term plan. Responsible for setting clear objectives and measures for self and others.
- Exercise independent judgment and discretion on significant matters related to functional area
- Objectives and milestones are determined jointly by employee and supervisor and implemented with management support
- Functional based policy and practices exist. Incumbent is provided with the "what", but is most likely to determine the "how"
- Provide information to their Manager or to other Senior Managers so that they can make accurate decisions

Ensure IP departmental budget holders manage budgets within 2% of mark (25%)
- On monthly basis work with departmental budget holders to ensure they receive and understand accurate and comprehensive monthly budget information, reconcile expenses, maintain accurate forecasting projections so at to ensure best use of agency resources and inform departmental/divisional decision making.
Conduct budget analyses (20%)
- Develop and maintain quarterly and historic financial analysis of divisional budget and expense data.
Coordinate IP’s budgeting and reporting (10%)
- Coordinate the submission of IP’s divisional yearly budget and quarterly financial reporting inclusive of Divisional reforecast(s) submissions.
Manage IP Management’s budget (30%)
- Responsible for all aspects of the day-to-day budget development, management and monitoring of the IP Management departmental budget, inclusive of BvA reviews, reconciliation and year end projections.
Implement Special Projects (15%)
- Represent IP Management on Fee for Service and AMS Agresso Data Feed Continuous Improvement Projects...
Required Background and Experience, Skills, and Behaviors
Required Qualifications
- Bachelor’s Degree
- Proficient and successful in handling multiple competing priorities.
- 5 to 7 years work experience in field of expertise or other relevant field
- Possesses experience and knowledge of financial management in NFP organizations; demonstrated capacity in budget development, expense tracking and reconciliation and financial analysis
- Demonstrated track record of using financial systems in addition to excellent excel skills and ability to contribute to the innovation and development of new systems when appropriate.
- Strong analytical skills and keen ability to interpret business needs and translate them into operational requirements.
- Strong interpersonal skills to augment a close working relationship with stakeholders across departments and divisions
- Excellent planning and problem-solving skills
Preferred Qualifications
- Master’s Degree in Accounting, preferred.
- Very strong leadership skills; able to make independent decisions quickly and effectively with the ability to determine impact on project.
- Exceptional written and oral communications skills sufficient to effectively communicate with both technical and non-technical stakeholders at all levels of the Organization.
