Summary

The State Director is a senior field leadership position, responsible for implementing US Programs strategic and operational goals.  She/he is charged with leadership and representation; programmatic direction and growth, and managerial oversight of all programs and operations within the State.  The State Director is expected to support RD and PAD in maintaining and increasing state based public and private funding and meeting annual fundraising goal for the state.  Additional responsibilities include supporting state specific policy and advocacy goals; increase visibility and network; strengthen partnership ensure quality of programs and results in the state.  Responsible for Sponsorship development and acquisition, implementation of Domestic Emergency Preparedness and Response strategies to ensure State level emergency preparedness and response capacity. Additionally, the State Director will have overall accountability for operational excellence including planning and reporting, finance and grants management, staff development and supervision.

 

What You'll Be Doing (Essential Duties)

Leadership and Representation: 20%

  • Overall leadership of State level operations, advocacy, fundraising, marketing and communication
  • Represent USP to different leaders including opinion leaders and high level officers in the State and corporate relations
  • Establishes and maintains active relationships with State officials, donors and partners.
  • Nurture and maintain strategic partnerships and networks to ensure sustainability of STC's presence

Operational Excellence: 20%

  • Develop and implement long-term strategic plan for State level operations focused on increasing reach and diversifying stable funding.
  • Submit periodic reports on status of achievements on USPA and Agency goals.

Policy and Advocacy: 10%

  • Advance USPA's Policy and Advocacy goals at the State level
  • Build and maintain strong relationships with Policy Makers and Lobbyists at state level
  • Track and follow-through legislative activities and opportunities and regularly update senior leadership regarding progress.
  • Communicate advocacy efforts with key parties (i.e. Media, DOE, State legislator, etc.) within State

Public and Private Fundraising: 10%

  • Actively advocate and lobby for State level and Federal earmarks in partnership with Policy, Advocacy, and Development (PAD)
  • Identify competitive grants and partnering opportunities locally in partnership with Resource Development (RD) and PAD
  • Identify and implement Private Funding strategy and pipeline at State level in partnership with RD and PAD.
  • Raise incremental funds from local corporations, foundations and individuals; raise (Gift in Kind) GIK in partnership with RD

Partnership Development: 10%

  • Establish State-level partnership strategy and maintain current partnerships with school, district partners, DOE, DHHS, OEM etc.

Marketing and Communications: 10%

  • Establish and maintain State media relationships
  • Serve as SC spokesperson at state events and/or media
  • Advance State based media strategy
  • Host site visits for donors, and other VIPs
  • Increase STC brand awareness and credibility

Finance/Grants Management: 5%

  • As State level budget holder, develop and manage state level annual budget and plan
  • Oversee/implement all funding streams ensuring donor/grant compliance and efficient use of resources.

Human Resources: 5%

  • Participate in the development of appropriate organizational design and staffing structure for the State based delivery model
  • Take leadership in recruiting the state based staff and ensure that staff are aware of their roles, responsibilities and accountabilities.
  • Build and maintain high performing teams through organized events, communication strategies and staff recognition systems
  • Maintain effective performance management (IMPACT) process
  • Ensure that direct reports and indirect reports have personal and professional development opportunities in line with improving performance and preparing them for growth and development in SC

Sponsorship Growth and Acquisition: 5%

  • Manage donor/sponsor visits
  • Ensure sites are meeting annual sponsorship targets and performance measures

Emergency Preparedness and Response: 5%

  • Coordinate emergency responses through fundraising, media outreach, advocacy and other means.
  • Ensure effective management of local volunteer groups
  • Collaborate with State disaster response teams to implement strategies and support emergency preparedness.

Required Qualifications

  • You have a minimum 7-10 years' experience in Early Childhood and or Elementary Education
  • Bachelor's degree
  • Strong Level of Technical and/ or Managerial knowledge, skills, and experience to direct the operational activities of the Kentucky team, and provide technical advice, guidance and management related to various size programs, grants or projects

 Preferred Qualifications

  • Knowledge and experience working with Kentucky school systems, Kentucky Early Childhood organizations, Kentucky Department of Education, Etc.
  • Experience in non-profit management positions
  • Experience leading VIP visits for potential donors, board members, legislators, and other dignitaries.
  • Strong written and oral communication skills to representing STC's work within KY.
