Summary

The Director, USP Finance and Operations will oversee all financial and business operations for Save the Children's U.S. Programs (USP), a division within the agency charged with implementing high quality programs and policy work focused on early childhood education, school age programs, and emergency preparedness and response. USP delivers programs to over 200 sub-grantees funded by numerous grants, contracts, and private contributions. The Director is responsible for developing and implementing financial and operational policies and procedures for a wide-ranging set of activities, analyzing and reporting the financial performance to management, preparing financial forecasts, overseeing audit functions, award/sub-award management, and strategic guidance. He/she will serve as the point of contact for all business-related matters, and will oversee the Portfolio Management team, ensuring budget holders are provided with outstanding customer support and financial guidance.  The Director will oversee all operational activities conducted within the division including procurement, GIK, facilities, assets, and other needs as identified.

 

What You'll Be Doing (Essential Duties)

  • Exercise independent judgment and discretion on significant matters
  • After approval by their senior management, objectives are implemented independently, with management support, to determine accomplishment, key milestones and overall success
  • Functional based policy and practices exist. Incumbent is provided with the "why" and often determines the "what", but must always determine the "how"

Financial Budgeting and Analysis (30%)

  • Oversee the annual planning and budgeting process for state budgets
  • Conduct regular analysis of financial data, and prepare monthly financial performance reports including, but not limited to, budget vs. actual, forecast expenses, and trends
  • Provide financial and strategic guidance to USP leadership team, identifying and addressing financial risks
  • Conduct budget reviews to ensure efficient use of resources and advise budget holders on maximizing funds
  • Maintain revenue reconciliation file
  • Compile long-range forecast model
  • Support the Sr. Director, Program Implementation in building and executing a state-based funding strategy

Award Management (20%)

  • Proactively identify funding gaps and provide strategic guidance to fundraising teams to ensure our funding is aligned with our strategy
  • Coordinate with fundraising teams to identify need and develop annual targets
  • Review and approve donor budget proposals
  • Ensure accuracy and compliance with federal and established donor requirements
  • Conduct quarterly process monitoring assessments
  • Maintain comprehensive award timeline report
  • Set expectations for donor proposal process and timeline

Sub-award Management (20%)

  • Drive efficiency in the sub-award process
  • Collaborate with USP program leadership to develop annual sub-award guidance, agreement template, and process timeline
  • Maintain comprehensive sub-award report by state, program, funding type, and partner longevity for leadership team presentation
  • Initiate annual partner compliance review process and monitoring assessments
  • Conduct quarterly process monitoring assessments

Team Leadership (25%)

  • Develop annual goals and training plans with USP Finance and Operations team to ensure they have the necessary expertise to carry out their roles
  • Provide ongoing guidance to employees for development and direction
  • Set performance standards for stakeholder support
  • Ensure new finance employees are oriented to the organization, it’s policies, and facilities

Policies and Procedures (5%)

  • Develop and implement financial and operational policies and procedures
  • Perform evaluations to ensure compliance

 

Required Qualifications

  • Minimum of 7-10 years' experience required in area of expertise
  • Bachelor's degree required
  • Strong Level of Technical and/ or Managerial knowledge, skills, and experience to direct the operational activities of a Unit or Team, or provide technical advice, guidance and management related to various size programs, grants or projects.
  • Experience managing sub-awards to partners or other entities
  • Solid understanding of US government regulations, nonprofit OMB Circulars, and GAAP

  • A creative, self-starter who has the ability to support multiple stakeholders by providing sound financial data and guidance
  • Ability to work with staff at various levels, and to demonstrate the importance of upholding financial policies and procedures
  • Strong diplomatic, interpersonal, and team leadership skills. An in-depth understanding and problem-solving approach to financial management as it relates to complex, multifunctional budgets.
  • Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines.
