Founded in 1889, the Felton Institute |Family Service Agency of San Francisco is the oldest nonsectarian, nonprofit charitable social-services provider in the City and County of San Francisco. Our mission is to strengthen families by providing caring, effective, and innovative social services, with special emphasis on the needs of low-income families, children, and the elderly and individuals with disabilities, thus improving the quality of life for all San Franciscans.
Felton is seeking a visionary leader to continue to integrate and expand the Children, Youth, Family and Transitional Age Youth Division. The ideal candidate will have a deep understanding of the needs of low income at-risk populations dealing with adverse childhood experiences, those impacted by trauma, poverty and other risk factors. The ideal candidate will have experience developing and implementing innovative social service programs. We are seeking an entrepreneurial leader with a passion for the Division’s work and Felton's mission.
Brief position summary;
Reporting to the COO, the Division Director is a key strategic leader and entrepreneurial partner responsible for advancing the divisions’ growth, financial management and internal operational strategy. The Division Director is a lead position in designing and leading the divisions’ operational support systems to accomplish the mission of the organization. He/she will be responsible for leading operational strategy and innovation, be charged with developing and implementing increasingly efficient administrative policies and procedures in both the programming and general operational realms.
A core focus of this position is to foster an organizational culture and infrastructure that supports a strategic growth agenda, operational excellence, delivers quality client-centered services and promotes optimal efficiency. This position requires a programmatic, financial and operational leader with a distinguished record of outstanding professional service and accomplishment. The ideal candidate will have a high level administrative leadership capacity, excellent communication and interpersonal skills, a creative and flexible approach to problem solving and a strong business mind. The Division Director will directly supervise the Director roles and other assigned managers as needed.
Strategy, Vision and Leadership
- Act as a strategic business partner with the CEO, COO and Business Development Department providing input on existing programming, new business development, financial operations, analysis, budgeting, program evaluation and policy matters.
- Serve as a leadership liaison to the Board of Directors presenting critical financial and administrative operations information.
- Develop and implement short and long range programming goals, organizational objectives, policies and procedures as articulated by the CEO in the strategic plan.
- Evaluate overall results and recommend policies, procedures and actions to achieve program mission and goals;
- Work with senior leadership team to develop a comprehensive strategy that integrates CYF services into the larger mission of the organization.
New Business Development and Fundraising
- Formulate strategic plans to identify, cultivate, solicit and steward new partnerships and funders with the purpose of growing existing revenue sources and creating new revenue opportunities.
- Maintain an overall knowledge of the Felton’s top prospects to assist fundraisers in developing appropriate cultivation, solicitation, and stewardship strategies; reference and represent that information at meetings and in discussions, as needed.
- Identify and assess potential new business and expansion opportunities
- Determine the availability of public and private funding and explore new funding streams;
- Support the write-up, budget & narrative development and reporting of grant proposals;
- Participate in development of fundraising strategy with Development Department staff.
Staff Management and Leadership Development
- Provide positive, optimistic leadership and problem solving in alignment with the Felton’s values. Initiate change management activities in alignment with CEO, COO's and strategic directions. Mentor and develop staff (within and across programs) using a supportive and collaborative strength based approach, assigns accountabilities, set objectives, establish priorities and monitor and evaluate results.
- Ensure that divisional leaders have a high degree of employee engagement and effectiveness in alignment with the agency’s values.
- Hire, evaluate and manage Program Director level staff; provide guidance and support to individuals and encourage collaborative approach to divisional work; provide feedback to staff for improving individual and program performance;
- Provide leadership, supervision, goal setting, training and professional development to director level staff
Contract Management, Fiscal and Administrative Operations
- Oversee and lead contracting processes as needed.
- Lead or assist the CEO/COO's in contract negotiations and help to ensure terms which are beneficial to the agency/
- Review major grants/ contracts and ensure that all financial and regulatory terms are sustainable and appropriate for the agency.
- Ensure all divisional programs operate effectively and efficiently.
- Drive accountability for performance and productivity
- Standardize and operationalize program policies and procedures as appropriate.
- Continually improve divisional processes, procedures and adapt the infrastructure and systems needed to support the agency through continued expansion.
Proactively develop divisional/ program metrics for utilization in decision making.
- Develop and manage the division’s budget; explore means to expand geographic reach of the divisional services;
- Implement new data-base systems; utilize data for assessment of efficacy of programs; develop budget/ program planning and fundraising strategy based on data.
Division Performance & Evaluation
- Monitor implementation of grants to ensure goals and outcomes are met.
- Direct operations, support organizational goals, priorities and requirements set forth by the funders/ regulatory agencies.
- Ensure Program activities operate within Felton’s policies and procedures
- Responsible for the development, deployment and ongoing management of systems and processes designed to measure, analyze and evaluate program services across the division.
- Ensure assessment and evaluation mechanisms are in place to measure impact and effectiveness of programs.
- Analyze and assess program activities, address gaps and develop new programming to improve existing services.
- Implement best practices across programs to ensure high quality services.
- Oversee and lead all major divisional/ program change management activities preparing the division to adapt, change and diversify.
Communications, Outreach & Advocacy
- Build effective relationships with other community based organizations;
- Participate in appropriate coalitions with local and national organizations; assume an advocacy role for children, youth and family services on behalf of Felton Institute;
- Build a national profile for issues affecting the Felton’s Children, Youth and Family services through the media and relationships with elected leaders, government officials and policy experts.
- Advocate on behalf of the division/ agency and effectively resolve disputes related to contract terms and agreements.
- Represent the organization externally as necessary in community meetings, contract negotiations, lease negotiations, advocacy and other related meetings.
- A minimum of 7-10 years of senior leadership experience in a education, social services, government, or non-profit settings;
- Demonstrated experience of working in a complex, multi-tiered organization with diverse client population and services;
- Experience as a proven senior executive in an division of comparable size, budget and complexity; evidence of vision, collaboration as well as a service and entrepreneurial orientation in developing innovative programming, policies and practices
- Proven professional experience in family support, education, and mental health fields
- Experience in developing and managing budgets of similar complexity and amount; to include private, public, city, state and federal funding.
- Experience in fast growing organizations, with prior experience helping lead acquisitions and/or mergers preferred
- Demonstrated experience creating, refining, implementing and evaluating programs and services for at-risk and under-served populations;
- Knowledge of available public and private resources and services; grant writing knowledge and experience highly preferred;
- Knowledge of San Francisco early care and education, family support services and mental health, preferred
- Knowledge of and sensitivity to the cultural background of the children and families being served
