Areas of Responsibility: 

Position Overview
The Placement Manager manages all activities of the Placement and Utilization Review for Oregon Community Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Referral & Placement Activities:

-Oversee the census and referrals for all the Oregon programs
-Processes referral calls and packets in a specified time frame
-Assess referrals for appropriateness

-Reports out census changes and coordinates census needs with staff

-Facilitates census meetings with all regions

-Coordinates with staff and referral sources to ensure youth receive service is the most efficient timeframe

-Maintains an active referral and waiting list
-Performs clerical, typing and administrative duties required in support of placing the child in the appropriate program


-Serves as primary liaison to assigned funding source/referral agent

-Attend community partner meetings

-Develops and implements community outreach plans and goals to ensure customer service needs are being met

-Supervises placement specialist and clinical liaisons 

-Completes daily monthly reports as required
-Works with Assistant Director of Placement Services on special studies or projects
-Arranges admissions and meets parents/guardians at admission when directed

 

Utilization Review Activities:
-Initiates (and/or coordinates) all admission, continued stay, discharge, and other reviews according to established guidelines
-Completes pre-certification with external review agency and communicates that result in daily intake meetings

-Meets with Utilization Review team to make sure they have up to date list of all discharges and concurrent reviews that are needed
-Maintains thorough and complete records of all external review agency communications 
-Ensures confidentially of all communications with external review agency
-Assists in facilitating transfers to other agencies by providing information necessary for pre-certification or by sending clinical recommendations/assessments to referral sources

-Communicates with external review agencies by telephone, mail of facsimile as required by agency
-Summarizes managed care trends and reports information
-Assists in preparation for on site reviews by Managed Care Co.
-Attends all daily intake meetings.
-Monitors/tracks funding problems.

Skills/Experience: 

Qualifications

Requirements
A Bachelor's Degree in a social service discipline is required. Experience providing services in Residential or In-Home services is a plus. Experience working with placement services is preferred. Previous supervisory experience is preferred.

-Highly organized excellent verbal and written communication skills
-Proven experience in building and maintaining satisfactory customer relationships
-Must be able to work in fast paced environment
-Must be able to effectively manage multiple priorities and competing demands
-Excellent communication skills
-Ability to train and lead staff
-Ability to maintain a flexible schedule
-Experience in Oregon children's system of care preferred
