The HIV/AIDS & Tuberculosis (TB) Program Opportunities Director, part of a larger program and resource development team, will lead program development and resource mobilization efforts to expand HIV/AIDS and TB programming within the Department of Global Health (DGH). The position will also provide program development support as a lead writer for opportunities in HIV/AIDS TB and maternal child health. He/she will lead and support selected program development opportunities, particularly U.S. government-funded opportunities, and will collaborate and coordinate closely with technical and departmental senior leadership and the New Business Development department to acquire new competitive funding.
The Director is a critical position to advance the agency's strategic growth. His/her actions will substantially contribute to Save the Children’s ability to competitively and successfully pursue and acquire funding, thereby increasing the agency's resource base for children.
In collaboration with technical teams, program development, and country office senior leadership, the Technical Director is accountable for achieving DGH results in program development and resource mobilization. The incumbent may interact directly with senior management at the highest levels in the Agency and will frequently be relied on for providing essential information and inputs critical to program development functions and processes.
Support Program Development Resource Mobilization (Essential Duty, 85% of time)
- Serve as technical lead or supporting technical writer/reviewer for assigned public and private global health, particularly in HIV/AIDS and TB opportunities, providing technical leadership, assisting, and closely collaborating with DGH, New Business Development, and Country Offices in positioning and responding to proposals.
- Manage selected proposal development processes, including development of proposal calendars, designing, leading or participating in design workshops; collaborative drafting of results frameworks and associated strategies and activities; and coordination and editing of technical, capability, and management inputs.
- Liaise and coordinate with prime partners to produce high quality competitive proposals, ensuring timely and responsive inputs that maintain and strengthen Save the Children’s reputation as a development partner while effectively representing technical, managerial, and budgetary priorities. Liaise and coordinate with sub-partners to provide clear, complete, and timely instructions and feedback for proposal deliverables.
- Work closely and collaboratively with DGH and/or New Business Development Cost Coordinators to provide technical and managerial input into the proposal budgeting process, ensuring that staffing and activity costs align with and are sufficient to undertake the proposed.
Prepositioning and Program Start up (Essential Duty, 5% of time)
- In close collaboration with technical leads, country office leadership, donors, and partners, support the effective start up efforts for selected projects and ensure a smooth transition both at the headquarters and country office levels.
Strengthen DGH Program Development Capacity and Knowledge Management for Program Development (Essential Duty, 10% of time)
- Collaborate closely with Knowledge Management and technical leadership to strengthen DGH program development resources, particularly technical content, global, country and thematic capability statements, and project past performance references.
- Ensure program development resources are archived and uploaded and available on SaveNet for ongoing reference.
Strong level of technical knowledge, skills, and experience in resource mobilization and technical writing. Minimum 7 years' experience mobilizing resources for global health programs.
TECHNICAL COMPETENCIES:
- Excellent writing, editing, computer and analytical skills, with strong attention to detail. Demonstrated track record preparing successful proposals and succinct technical documentation.
- Minimum 7-10 years’ experience in global health, with experience in HIV/AIDS programming required in area of expertise.
- Bachelor's degree required; Master’s degree in Public Health or a related field preferred.
- Sound knowledge of PEPFAR and CDC is required. USAID and other donor programming and technical procurement procedures highly preferred.
- Field programming experience and perspective preferred, including ability to work productively with a diverse range of country office program personnel, primarily in Africa and Asia.

- Must be willing and able to travel to support proposal development, prepositioning and start up efforts in country offices, often on short notice. Estimated 25% international travel.
