The Director of Program Operations reports to the Executive Director and is responsible for ensuring that the operations of St. Vincent de Paul Society programs meet existing policies and that procedures are written to strengthen the organization and prevent weaknesses.  The Director of Program Operations advises the Executive Director of issues and provides solutions.  This position offers support to the Program Directors and will work closely with them.  This position is a key part of the leadership team.  The programs include the MSC - the largest homeless shelter in Northern California with a 24 hour Drop-In Center and the Riley Center – a domestic violence program that includes transitional housing, an emergency shelter and the Community Office.  This is an exempt, F/T position. 

Areas of Responsibility: 

The primary functions of the Director of Program Operations include the following:

  • Ensure that the operations meet existing policies and that procedures are up to date, writing new ones as needed, in support of the mission.
  • Facility and equipment management including contract compliance with vendors for supplies, equipment and maintenance contracts.
  • Maintaining the safety of the organization including emergency operation plans and liability insurance.
  • Staff supervision of two direct reports and several indirect reports.

     

    Specific Duties and Responsibilities:

  • Management of the Program Directors including oversight of duties performed and evaluations.
  • Act as a liaison between the programs and the Executive Director.
  • Be mindful of potential problems and discuss solutions with Program Directors and/or Executive Director.
  • Adhere to and develop facility, equipment, supplies and maintenance budget with the Controller.
  • Develop new policies and/or procedures as needed.
  • Develop safety policies and work with committees as needed.
  • Develop union negotiation strategy and be present at the negotiation meetings in conjunction with the Director of Human Resources.
  • Work with Human Resources with regard to serious personnel issues and be present at union meetings and personnel meetings, as necessary.
  • Facility and equipment management including contract compliance.
  • Assist with investigations and reporting requirements involving client issues.
  • Negotiate insurance policies for the organization in conjunction with the Controller.
  • Handle all liability inspections with the Program Directors.
  • Ensure the agency volunteers are properly assigned to the programs and are supervised.
  • Ensure vehicle maintenance and registration.
  • Manage vendor relationships and ensure contract compliance in conjunction with the Program Directors.
  • Visit each facility frequently, no less than once per week.
  • Attend regularly scheduled staff meetings.
  • Other duties as assigned.
Skills/Experience: 

Qualifications:

The successful candidate will have a background in Operations.  The candidate must possess strong interpersonal, verbal and written communication skills.  He/she will have a strong initiative and ability to work both independently and cooperatively.  He/she will be committed to the mission of St. Vincent de Paul Society of San Francisco.

Requirements:

  • BA/BS degree in organizational management preferred.
  • Minimum of three years direct experience in facility management and overall operations.
  • Demonstrated management skills and problem resolution.
  • Excellent written and verbal communication skills.
  • Ability to provide insight and anticipate challenges.
  • Experience with contract negotiations and compliance.
  • Ability to communicate effectively with people from diverse backgrounds.
  • Familiar with social service resources and organizations.
  • Ability to de-escalate crisis situations and make decisions under pressure.
  • Commitment to the mission of Saint Vincent de Paul Society of San Francisco.
Compensation/Benefits: 

Salary DOE, Kaiser fully paid for employee, 403b retirement plan, voluntary dental and vision, three weeks vacation per year and ten sick days per year.

The Riley Center serves victims of domestic violence by offering emergency services, case management, 24 hour crisis phone line and housing for up to 12 months.

 The Multi-Service Center is Northern California’s largest homeless shelter serving 400 men and women daily.  We provide two meals per day for clients residing in the shelter.  We also offer drop in services such as a place to sit during the day, Tom Waddell medical clinic, restrooms and showers.
