The US Presidents Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global malaria service delivery project, helping to improve the quality and increase the delivery of malaria diagnosis and treatment services in up to 27 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.
PMI Impact Malaria works with national malaria control programs to help tackle these challenges by:
- Closing the gaps in malaria service delivery to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner.
- Unlocking the potential of key drug-based approaches, by helping countries to introduce, implement, and scale-up proven innovations to move countries forward in their elimination efforts, according to each country’s unique malaria situation.
- Strengthening malaria health systems and the use of data for decision-making to link operational research and country-led dialogue with global technical leadership for the means of accelerating service delivery improvements and advancing key learnings.
The PMI Impact Malaria (IM) team is a results focused, multi-disciplined and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI and UCSF.
We are looking for an experienced Program Manager (PM) with extensive program management, workplan development and budgeting experience to join the headquarters core team of the PMI Impact Malaria (IM) Project. The IM PM is responsible for the program management of IM country projects and, with oversight from the IM Country Operations Director, coordinate the development of annual IM country workplans and budgets. The IM PM will oversee a small team of Program Officers and Program Assistants and/or Coordinators assigned to the day to day backstopping support of IM country programs to ensure country deliverables are met. The IM PM will pro-actively meet programmatic and donor needs, juggle multiple competing priorities, and enthusiastically ensure timely flow of work. In addition, the IM PM will take on primary backstopping responsibilities for at least one IM country. The IM PM will create collaborative working relationships with IM Technical Advisors, IM Finance Team, PSI Program Management, Cost & Pricing, and other support teams, and IM subcontractors.
The IM PM position presents an excellent opportunity for a candidate with a background in program management and budgeting to be involved in the day-to-day running of a complex, global technical project. The IM PM must be passionate about malaria programming and willing to take on a variety of tasks. The IM PM will work closely with the IM Deputy Project Director, Project Management Lead and Country Operations Director to achieve efficiencies, actively improve workstreams and contribute to overall project success.
The IM PM must be willing to spend up to 30% of the time traveling internationally on assignment, including difficult and remote environments, and on short notice for 2 weeks or more.
- Supervision of the team of IM Program Officers and Program Assistants and/or Coordinators in backstopping IM county programs.
- Coordination of Country Support Teams in the development, submission, and revisions of annual IM country workplans and budgets, with oversight from IM Country Operations Director.
- Manage the monitoring and tracking of country progress against workplan deliverables, as well as monthly country updates and quarterly reporting.
- Responsibility for the overall financial health of IM country programs, including the coordination of Program Officer Team in the monthly country financial burn rate analyses and review, including review of annual operating budgets as requested, in cooperation with the IM Finance Team. Closely monitor projections against actual progress and take corrective measures, as needed.
- Oversee the preparation, monitoring and tracking of required approvals and waivers necessary to ensure smooth and uninterrupted country operations, including but not limited to procurements, staffing, travel and subcontracts, working in close coordination with IM Contracts Team.
- Provide project management support to at least one IM country project.
- Identify, troubleshoot and problem solve potential roadblocks and obstacles to achieving country workplan deliverables.
- Contribute to the development and continuous quality improvement of IM project standards of practice and standard operating procedures to document and to systematically improve backstopping operations as necessary to ensure compliance and project success.
- Update and maintain internal knowledge management pages as required.
- Liaise with PSI Program Management and Support Teams and other departments to ensure smooth project operations.
- Participate in setting and monitoring project objectives and strategies and developing the long-term vision of success of the project.
- Provide in-country support and assistance to IM country teams as needed to address bottlenecks, sometimes with minimal lead time.
- Assist in the recruitment of IM HQ program management staff and in-country staff as required.
- Fulfill other programmatic, technical and administrative functions as required.

The basics
- You have at least 5 years’ of relevant experience in program management and 2 years of overseas work experience.
- You have at least 3 years of staff management / supervisory experience.
- Financial management experience, including significant demonstrated experience in developing and monitoring budgets.
- You are passionate about working on malaria programs; previous experience in these areas is highly preferred.
- You can effortlessly perform a variety of tasks on short notice within designated deadlines, and keep cool under pressure.
- You are highly organized and a self-starter. You strive to make systems better.
- USAID contracts experience preferred.
- Experience with PSI systems an asset.
- Fluency in English. Your French language skills are a significant plus.
- Must be authorized to work in the United States. B. PSI will not consider work visa sponsorship for this position.
