Senior Director, Program Implementation--US Programs

Save the Children partners with schools, communities, and state governments to deliver programs and mobilize resources that increase Kindergarten readiness and grade-level proficiency among children in rural America. The Senior Director, Program Implementation is a national leadership position, responsible for achieving Save the Children’s strategic program, advocacy and operational goals across all Rural Education states. Working collaboratively with the Program Development, Community Impact, and M&E teams, the Senior Director will oversee the translation of program design into delivery frameworks within each state, and will ensure high-quality program implementation. The Senior Director will oversee Program Implementation Directors, Sr. Specialists and Field Operations staff based in multiple states, overseeing growth, program performance, partner planning, and overall national field operations. As a member of the Rural Education Leadership Team, the Senior Director will contribute to the development of national strategic plans and partnerships and help ensure strategic alignment of funding sources and new initiatives. This position reports to the Senior Director, Rural Education.

Areas of Responsibility: 

National Leadership and Representation: 30%

  • Work with Rural Education leadership to develop and manage key state and national strategic partnerships that advance Save the Children’s programmatic agenda in the United States.
  • Represent Save the Children to strategic partners, communities, donors and decision-makers to build awareness and support.
  • Oversee the advancement of USPA’s policy and advocacy goals in each Rural Education state; ensuring strong relationships are built and maintained with state-level policy makers and state education stakeholders.
  • As needed, establish working relationships with key policymakers and state/national authorities including synergistic working relationships with other non-profit organizations.
  • Oversee the development and execution of state-based media strategies to increase program visibility and credibility of Save the Children.

Management and Operational Excellence: 40%

  • Responsible for overall program and operational performance; monitoring and addressing unmet program results targets and driving continuous improvement for operational efficiency.
  • Oversee the development and management of state-level annual budget and plan; submit periodic national and state-level reports and status updates on achievements and challenges.
  • Ensure compliance with finance and operations policies and procedures, including proper management of state office facilities, fleet, and other Save the Children assets.
  • Oversee national implementation of child safeguarding protocols for Rural Education programs; assessing risks, monitoring incidents, and ensuring proper application of policies and procedures.
  • Ensure strong coordination and execution of site visits for donors/VIPs
  • Maximize the use of Gift In Kind (GIK) across Rural Education states; ensuring goods meet program needs, are optimized to meet match requirements, and are distributed as equitably as possible across states.
  • Build and maintain a high-performing team; participate in the development of organizational design and staffing plan, lead recruitment efforts for direct reports, and promote staff learning and development goals.

State Partnerships and Growth: 30%

  • Oversee the national portfolio of rural education implementing partners; guide the development of partnership pipeline for expansion and advise presence strategy for growth and divestment.
  • Ensure overall health of program and partner relationships; building knowledge and developing partnership capacity across field staff through training and technical assistance.
  • Lead the annual partner planning process; ensuring strategic alignment, proper implementation of all sources of funding, and efficient use of resources.
  • Oversee the development and implementation of state-focused private and public funding strategies and pipelines in partnership with fundraising and advocacy colleagues
  • Work with Sponsorship to ensure program, partnership, operations and financial standards are met in implementing states.
Educational Background: 
Bachelor’s degree or equivalent relevant experience required
Skills/Experience: 
  • Minimum 10-15 years in nonprofit or similar work focused on education, early childhood, out of school time learning, or related field
  • Remote workforce management skills and experience providing technical and managerial direction to a diverse team of professionals across a wide geography
  • Unwavering commitment to quality programs and excellence in organizational and project management with the ability to achieve strategic objectives
  • Excellent written and oral communication skills; demonstrates a clear understanding of, and ability to convey, issues related to poverty in rural communities
  • Comprehensive partnership relationship management skills with extensive experience implementing partnership-based educational programs
  • Demonstrated ability to engage, and comfort working with, a wide range of stakeholders including advisory groups, coalitions, forums, foundations, high-level donors, corporate sponsors and practitioner groups
  • Demonstrated ability to grow relationships with high level government officials, department of education staff, offices of early childhood, etc…
  • Demonstrated ability to work effectively across internal teams and divisions to achieve desired outcomes.
  • Experience directing a large and complex grant portfolio
  • Ability to travel regionally and nationally approximately 25% of the time
