The (MEAL Specialist- Grant project), Monitoring, Evaluation, Accountability & Learning specialist’s main responsibility is to ensure the quality of the assigned grant-funded project implemented by World Vision Lanka. The MEAL specialist will be based in the project office and s/he will report to the project manager directly and will matrix report to the MEAL Manager within the Grants Acquisition & Management (GAM) team. S/he should develop an effective MEAL system for the project and support to implement a MEAL system at the National level.
The purpose of the MEAL system for grants funded project is to support well-informed management, to enable rigorous accountability for performance, to support learning, and to contribute evidence to improve program practices and new project proposal development for project team and Grants Acquisition & Management.
- Implementation of effective Monitoring, Evaluation, Accountability & Learning (MEAL) systems at project level
- Timely management information is provided for community stakeholders, World Vision, DFAT and other users
- Indicator monitoring database Management
- Monitor Project outputs
- Share lessons and recommendations
- Technical/Sectorial Capacity/ Competency building (Staff, Community and partner).
- Train Staff, partners and stakeholders in correct data gathering and reporting
- Submit Reports on schedule as per donor requirement
- Manage changes to the project scope, project schedule and project costs using appropriate verification techniques.
- At least 05 years of field experience for M&E sector with Community Development.
- High-level computer skills including data entry and using various MS applications for data analysis, functions, macro, and the preparation of pivot tables, charts, and tables.
- Able to handle digital base data collection tool development and data collection Ex-ODK, tangarine etc.
- Excellent communication skills, both oral and written, reporting in English
- Training and Facilitation skills
- Strong Project management experience with Grant management.
- Excellent analytical and problem-solving skills
- Attention to detail and high level of accuracy, work methodically and neatly.
- Frequent travel to Northern Province.
