FHI 360 is currently seeking qualified candidates for the position of Deputy Project Director (Team Leader) to support a 4-year program with the objective of reducing poverty through economic growth in Togo, under a Threshold Program Grant Agreement (Grant) that the Government of the U.S., via the Millennium Challenge Corporation (MCC), plans to sign with the Government of Togo. The program will focus on increased competition, independent regulation, and expanded access in the ICT sector (the “ICT Project”). The Deputy Project Director will support technical leadership and managerial direction for the program. S/he will fulfill the diverse managerial requirements of the project at the direction of the Project Director. S/he will support the Project Director in ensuring the smooth implementation of the program, and for effectively addressing problems and challenges that arise during the life of the program. S/he is responsible for supporting timely and accurate delivery of all reports and other program products. When the Team Leader is away from Togo, he/she will assume all Team Leader responsibilities, including organizational and programmatic representational responsibilities.
The position will be based in Lomé and is contingent upon approval and availability of funds.
- Support day-to-day management oversight and technical guidance to the program, including programmatic monitoring, ensuring quality and timeliness of all activities
- Serve as the secondary liaison for the project with the lead MCC contractor, government counterparts, other stakeholders, and FHI 360 headquarters, playing a coordination role as needed
- Support implementation of a technical area of supervision plan, in close coordination with the project manager and technical leads
- Support the strategic direction of the project, identifying and pursuing new opportunities as they arise
- At least seven years of progressively responsible experience, with substantial experience managing projects affecting reform of governmental regulatory bodies in francophone Africa
- Significant experience managing teams of high-level experts, assuring team cohesion and delivery of quality advisory services to officials in francophone Africa
- Strong understanding of developing country telecommunication markets and ecosystems
- Strong diplomatic and interpersonal skills, with an appreciation of politico-economic dynamics affecting the prospects of regulatory reform
- Strong communication skills, with the ability to explain and communicate complex ideas to a diverse array of audiences
- Strong ability to analyze dynamics and changes of the enabling environment for regulatory reform and increased competition within the telecommunications sector
- Training in business ethics; experience managing teams under the governance of clear organizational ethical guidelines
- Substantial experience living and working in francophone Africa
- Fluency in French and English – ability to communicate effectively in a business environment both orally and in writing – required
