The candidate will provide support and assistance to the Program Director in the overall administration, implementation and monitoring of the Habitat-Hilti Project in Negros Occidental aligned with the operational and strategic plans.
Candidate will work closely with the project's Construction Quality Assurance and Control Manager, legal team and program development team of Habitat Philippines to ensure the timely acquisition of appropriate land for the project. He or she will also work with the Senior Project and Community Development Managers for the timely identification, acquisition, cultivation and retention of partner organizations, building a coalition of project partners.
Operations
- Contribute to project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports.
- Ensure the cost-effective use of resources.
- Ensure compliance with donor requirements, policies, and regulations.
- Provide training and mentoring to partners to strengthen capacity.
- Take the lead in drafting reports, including quarterly and annual reports required
- Help recruit and in supervising local project staff in line with HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Habitat’s values are practiced.
Serve as a key liaison for the project's land acquisition:
- Lead the identification of pipeline land parcels for development into sustainable communities with Local Government Units (LGU) and private landowners. The candidate will be working with the Construction QA&QC Manager and HFHP's legal department to conduct due diligence and assess the feasibility of land acquisitions.
- Coordinate all necessary legal and regulatory negotiations and agreements with government counterparts, which includes but not limited to land issues, basic community infrastructure, ensuring secure tenure for community residents and adherence to key zoning ordinances, environmental regulations, etc.
Lead the building of a project coalition to address the sustainable community concept of the project:
- Responsible for the timely identification, cultivation, acquisition and retention of appropriate partner organizations who will form part of the project's coalition.
- Present program and project plans to possible coalition partners (other NGOs, corporations, LGUs, gov't agencies, private land developers and other stakeholders).
- Ensure the development, negotiation and monitoring of partner MOUs, implementation plans and deliverables through regular partner updates/calls/meetings
- Responsible for developing, updating and monitoring a partner risk matrix as it relates to partner timelines and deliverables, ensuring that the Chief of Party is up to-date on partnership development and of any possible partner risks.
- Serve as lead liaison for Habitat for coalition members.
- Regularly collaborate with Senior Project Manager and Community Development Manager to determine the project and community needs for partnerships acquisition, and to also update relevant parties on recent partner discussions, concerns and issues which needs addressing.
General project responsibilities:
- Ensure regular and transparent coordination within the Program Director, project teams and partners by implementing and promoting clear and effective communications and documentation.
- Supports the Project’s Resource Development Team with donor calls and presentations, as needed.
- Provides all necessary land and partner/stakeholder information and reports needed.
- Work Experience Required:
- At least 7 years of work experience in engaging and building partnerships with LGUs, government agencies, land developers, housing NGOs and other institutions
- Fluent in writing and speaking in English
- Advanced public relations skills and possesses a broad network of potential partners,
- Excellent negotiation and persuasive skills
- Strong communication and presentation skills
- Self–directed, solutions-oriented and able to multi-task
- Able to work within unstable and difficult conditions
- Willingness to work flexible schedules (e.g. meeting with stakeholders on the weekend)
