The purpose of this position is to contribute to organizational learning and accountability through project baselines, evaluations, monitoring and reporting, to demonstrate the project contribution and impact to communities.
Areas of Responsibility:
Project Monitoring 50%
Activity Monitoring
- Review project detailed Implementation plans monthly and provide project staff with a summary of activities to be implemented
- Prepare project monitoring tools and orient project staff on their use.
- Use available monitoring tools to collect data during activities implementation
- Enter monitoring data in the monitoring and evaluation database, ensuring accuracy, completeness and consistency.
- Support the planning and coordination of project and cluster reflection and planning meetings
Output and outcome Monitoring
- Monitor changes (outputs indicators) as defined in M&E tools
- Update output data in Indicator Tracking Tool (ITT) and M&E databases
- Support project staff in the developing reports (monthly, quarterly, semiannual, annual, etc. as per project requirement) by providing timely and accurate data.
- Conduct outcome monitoring using Lot Quality Assurance Sampling (When/ if required by the project)
- Monitor community life and lives of project beneficiaries, identify change stories and share with the managers and project staff
- Support the project to prepare for the Evidence Day.
Baseline & Evaluation 30%
- Work with other NO DME staff to develop Baseline/ Evaluation ToRs
- Participate in Baseline and Evaluations by undertaking the assigned tasks
Risk Management 15%
- Conduct context monitoring and report to the managers and project staff
- Implement the controls for Monitoring and Evaluation risks as stipulated in the project Ministry Wide Risk Assessment Project (MWRAP)
- Undertake assigned responsibilities based on emerging issues from project implementation
- Perform other duties that may be assigned for the overall good of the National Office
Performance Management 5%
- Prepare, sign and submit annual performance agreement based the Job Description
- Develop Weekly and Monthly Management Reports, articulating achievements, challenges, next month’s priorities and needed support
- Review annual performance alongside the managers on a timely manner and ensure the documents are submitted to People and Culture department within the stipulated timelines
Educational Background:
University Degree in International development studies, Health science, statistics, Economics or related field.
Skills/Experience:
- At least 3 years of practical experience in Program Assessment, Design, Baseline, Monitoring & Evaluation with an international NGO or similar organization.
Preferred Skills, Knowledge and Experience:
- Computer skills (MS Word, Excel, Access, Power point…)
- Statistical Analysis skills (SPSS, STATA, etc)
- Reporting/ documentation skills
- Management information systems skills
- Geographic Information System (GIS) for data visualization skills
- Mobile monitoring and data collection skills
- Fluency in Local language (Kirundi), French and English
Work Environment:
- Cluster-based with occasional travels to the National Office
- Frequent visits to communities.
