To strategically and operationally lead field communications for World Vision’s Rohingya refugee response; to provide the leadership, support and resource to enable the World Vision Partnership to appropriately engage with its various public engagement audiences in order to raise funds and profile and support World Vision’s (WV) advocacy efforts, while protecting and promoting WV’s response work. To effectively assist the Response Director and her/his Response management team in all required key communication products and statements.
Communications Strategy and Management:
- Adapt the Rohingya refugee response communications strategy in response to changing circumstances on the ground and/or World Vision Partnership expectations.
- Provide line management for communications staff.
- Build the Humanitarian Emergency Affairs (HEA) communications capacity of communications staff.
- Ensure the sensitization of all non-Communications staff in the response to communications processes, protocols and responsibilities. Support response communications staff to train non-communications staff in basic communications skills (photography, branding requirements, local media interview skills, Communicating with Communities best practices).
- Oversee the design and implementation of project posters, brochures, audio and video media used with beneficiaries, following Communicating with Communities good practices and CwC Working Group contextual practices.
Response Senior Leadership Team:
- Advise Response Director on issues of importance regarding humanitarian communications, programmes, operations and policies via the Senior Leadership Team.
- Contribute to the Response Senior Leadership Team (SLT) processes and decisions, including context monitoring from a risk communications point of view.
- Lead Incident Management team for crisis communications incidents, and serve on team for other categories of incidents, as requested by Response Director.
- Advise the regional, national and global communications teams and relevant World Vision Partnership stakeholders (media, social media, marketing, advocacy, leadership, etc.) on key communications and risk issues, initiatives and messaging globally, regionally and nationally.
Positioning and Coordination:
- Build productive working relationships with Cox’s Bazar leadership and communications counterparts at key UN and NGO partners, as well as donors, for positioning and coordination.
- Work with UN and INGO colleagues on communications strategies for interagency research, advocacy, and other initiatives, partnering with the Response Advocacy Manager.
- Make sure World Vision brand guidelines are well understood by Response staff and are implemented to quality standards. Conduct periodic visibility audits to ensure WV’s interventions in the refugee camps and host communities are appropriately branded.
Resource/Report Production Management:
- Coordinate with programme information officers or their equivalent in each office to ensure the delivery of key World Vision Partnership and Humanitarian and Emergency Affairs/Disaster Management leadership information needs.
- Manage the production of unedited and finished multimedia resources, both through field level and Partnership level support.
- Manage the production of written materials including stories and reports.
- Ensure materials produced have meaningful child participation, wherever possible.
- Oversee the recruitment and use of freelance and consultant capacity to produce the resources above where needed.
- Manage the response section of the World Vision Bangladesh webpage (www.wvi.org/bangladesh). Regularly update the page with new information, stories, photo galleries, videos, press releases etc.
- Ensure the timely production of external reports, internal and external accountability materials and situation reports/newsletters.
- Ensure all content is processed through World Vision internal platforms (Content Flow, StoryHub, wvrelief, etc)
Media, Social Media, and Visitor Relations:
- Produce and disseminate all external messaging for the Response including Q&As, key messages, statements, etc.
- Act as spokesperson for the Response.
- Identify, train, and prepare other spokespeople in country in discussion with Response Director.
- Clarify, prioritise and service key World Vision partnership and Support Office media and social media objectives and expectations in coordination with Partnership communications colleagues.
- Develop and maintain professional contacts with key international media in collaboration with their home country Support Offices.
- Oversee the development of local media response strategies and media sensitisation projects at country-level, for positioning, humanitarian outcomes and risk mitigation.
- Manage the World Vision Partnership Skype media room to ensure coordination and servicing of stakeholders via timely information, interviews and media materials linked to ongoing response operations, plans, media and VIP visits.
- Coordinate and screen journalist / vlogger and blogger field visit requests regarding timing, approvals, logistics, issues, security, etc.. together with corresponding response office communications teams. Ensure the strategic positioning of the response via VIP, government and media visits.
- Co-ordinate visits by WV leaders and delegations, including required approvals, scheduling, photo opportunities, media interviews, coordination with Support Office media teams, video production and messaging etc.
- Capacity build communications and other staff in each office to be able to successfully and strategically host VIPs, journalists, celebrities and SO delegations.
- Ensure the delivery of social media content for use on Support Office and World Vision partnership platforms, including Twitter, YouTube and Facebook; contribute to partnership social media coordination to ensure strategic positioning of the response.
- Work with communications staff to produce visitor welcome packs and other relevant materials.
Advocacy Communications:
- Work in tandem with Advocacy to produce and implement a public engagement strategy for the response.
- Support advocacy in refining and distributing advocacy messaging.
- Support the production of advocacy reports with resources and review, with particular emphasis on giving children a voice.
- Perform other tasks assigned by the Response Director.
- Lead plan for marking relevant International days (e.g. World Refugee Day) in the response, including coordination with UN and WV’s field teams, generating PR ideas, etc.
- Plan for and execute Response anniversary events, reports, Support Office communications packages and press statements, working closely with MEAL and Finance to ensure accurate beneficiary and financial data.
- Strong journalistic skills, ability to facilitate the collection of photo, video, story and social media resources.
- At least ten years of professional experience, including five years or more progressive work experience with international exposure/external engagement on humanitarian emergencies or fragile country contexts.
- Ability to work in high-stress and challenging conditions.
- Demonstrated ability to think strategically, manage to plan and meet deadlines.
- Proven field communications experience in emergency settings, fragile contexts, or development settings with hardship conditions.
- Proven ability to lead a high-capacity team.
- Full adherence to World Vision Safeguarding, Code of Conduct and Conflict of Interest policies.
- Excellent command of English, both written and spoken. Ability to write and edit rapidly is a must.
Preferred Skills, Knowledge and Experience:
- Experiences in networking and building coalitions.
- In depth knowledge of World Vision and its programmes and policies.
- Cross-cultural sensitivity and ability to analyze and maneuver in diverse social and political environments.

Work Environment/Travel:
- Position requires willingness and ability to continue to function in unpredictable and challenging environments (e.g. rough roads, humidity/heat).
- Regular travel to camp and host community locations required (2 hours+ by car).
- Additional travel <10% required.
