The Project Coordinator – Enterprise Development is responsible for the direct management of WVL staff and the overall implementation of the livelihood-generating components of the ‘Global Program to develop livelihood for poverty affected population though a mulita-sectoral established and monitored waste management system (PHINLA)’ project.
S/he will work closely with the Project Coordinator – Waste Management (of the Project’s main partner in implementation) to identify and maximize opportunities for livelihoods and enterprise development. The project shall be implemented in the agreed locations in accordance with Grant contract and compliance to achieve the overall project goal.
Areas of Responsibility:
- Leadership and People Management - Ability to Lead and Manage people efficiently and effectively.
- Networking and Liaison – Maintain high-quality relationships and networks between Project operations and relevant Government agencies, WVL Area Programmes, local and international NGOs, other civil society groups and international consultancy agencies, Support to be made available for program goals and implementation by key stakeholders.
- Quality Assurance - Effective and efficient project management and implementation. Project progress, lessons learnt, best practices, etc. are captured and disseminated as necessary.
- Grant Compliance - Adequate knowledge on policies, procedures and standards of the grant and systematic information management.
- Financial Accountability - Grant is delivered on time and within allocated budget. Financial reporting is accurate and delivered on time. Audit reports indicate low-risk findings. All program expenses are compliant with WV and donor requirements.
- Reporting - All reports are prepared/reviewed in a timely manner with quality assurance. Strong working relationships with relevant internal key stakeholders.
Educational Background:
A Bachelor's degree in Economic Development, Social Sciences, International Development Studies or Community development.
Skills/Experience:
- Knowledge and experience in capacity building for local stakeholders/partners.
- Knowledge of and familiarity with international assistance program requirements, preferably [BMZ] and/or other funding agencies (Global Fund and other multilateral agencies); their policies and regulations.
- Experience in program implementation, community mobilization and participatory approach would be an advantage and experience of working with ethnic minorities is preferred.
- Experience in training and facilitation
- Ability to provide management and technical support to enhance the marketing component of the project.
- Experience in enterprise development specially targeting the beneficiaries from the vulnerable population.
- Basic knowledge and understanding on gender and disability and other vulnerability factors in community.
- Demonstrated leadership skills, including leading, building, and supporting a team with diverse roles and capacities.
- Skills in facilitation of development processes, and networking among different development partners.
- Demonstrated capacity in program management, with conceptual understanding and required competency in DME functions.
- Solid computer skills in Word, Excel, PowerPoint and Lotus Notes
- Project management experience with Grant projects is (including staffing and financial management) preferred.
- Experience in project design, implementation, monitoring, evaluation and reporting writing.
- Written and oral communications skills in Tamil and English.
- Excellent analytical and problem-solving skills.
- Attention to detail and high level of accuracy, work methodically and neatness.
- Time management skills and ability to multi-task and prioritize work
- Willing to travel frequently to project operation areas and to Colombo Office on need basis.
