Deputy Director, Budget

The Finance department supports the Global operations of PSI.  This includes operations in 50+ countries.  Donors including the United States Government, other foreign governments, international organizations, corporations, and private philanthropists come together to support PSI’s mission.  The financial and reporting requirements of each donor are accounted for within this department.

The Deputy Director, Budget leads the organization through the complexities of global annual budget planning and implementation. The position also manages the global insurance annual renewal process and manages the organization insurance brokers and claims management.

Areas of Responsibility: 

Budgeting and Analysis

  • Lead global annual operating budget process with countries, health and overhead departments;
  • Direct and coordinate budgeting activities including budget formulation, monitoring, and presentation;
  • Provide budget analysis, including budget to actual variances, analysis of labor coverage, surplus, trends, etc. to inform decision-making regarding resource allocation and budget needs;
  • Work with Information Services to expand the information downloaded from Lawson into excel budget templates and ensure that excel budgets are fully uploaded to Lawson for monthly financial reporting and analysis;
  • Explore and improve budgeting tools and resource planning tools for future use;
  • Engage with PSI senior leadership as part of the Budget Committee to set organizational priorities, determine allocation of resources and draft communications with staff;
  • Provide financial forecast information and analysis for PSI senior management;
  • Develop specialized financial models to analyze a wide variety of scenarios, describe and present the outcomes of such analyses to senior management;
  • Provide training related to the Annual Operating Budget (AOB) and other topics;
  • Supervise Budget Analyst.

Indirect Cost Rate

  • Create rate calculations and lead efforts to optimize PSI’s NICRA (US Government indirect cost rate) submission to USAID for provisional and final rates, negotiate as necessary;
  • Develop alternative scenarios for indirect cost recovery;
  • Provide analytical support for awards that require unique application of indirect cost rates to include specific direct cost allocations and process design for routing billing;
  • Provide leadership and analytical skills in developing metrics for measuring headquarters services by department and costing models that will facilitate direct costing of services to awards or independent affiliates as well as the process to standardize this new charging system;
  • Ensure that PSI has appropriate cost recovery for services provided to Independent Network Members (INMs);
  • Update and maintain PSI’s Cost Accounting Standards (CAS) Disclosure Statement for US Government contracts. 

Insurance

  • Primary interface with PSI’s insurance brokers to include annual renewals, data gathering for insurance applications and claim submission;
  • Review insurance requirements on all PSI awards and subawards, and obtain the certificates of insurance as requested.

Other

  • Manage annual Incentive Compensation process, including modeling, calculation of amounts and communications as defined by senior leadership;
  • Participate in staff retirement committee and review retirement plan fund options, to ensure adherence to stated objectives, continued appropriateness for inclusion in PSI’s plan, and performance relative to appropriate benchmarks;
  • Provide specialized support to the CFO and PSI’s Board Investment Committee as necessary, including but not limited to financial analysis projects regarding PSI’s commercial real estate interests and other investments.
  • Work in a cross-functional capacity to be able to back-up the functionality of payroll, donor revenue and reporting, and accounts receivable;
  • Recognize and implement process improvements across multiple Finance functions;
  • Be the owner of complex reconciliations, understanding risk and performing research/remediation as needed;
  • Utilize current technologies to increase capacity and efficiency among the Finance team;
  • Prepare and provide trainings to meet individual and organizational needs;
  • Provide assistance with internal and external audit requirements as required;
  • Complete special projects, which require advanced analysis, execution and roll-out, as assigned; and
  • Other duties as assigned.
Educational Background: 
Bachelor or Masters in Business Administration, Accounting or Finance including at least 10 years of relevant work experience;

The basics:

  • 3 years’ supervisory experience;
  • Exceptional communication skills, including presentation, interpersonal and oral/written communication skills;
  • Extensive experience in budgeting and financial analysis in complex organization structure and multiple financial platforms;
  • Demonstrated ability to lead projects, meet deadlines and outcomes;
  • Experience in cost accounting, NICRA rate calculation;
  • Ability to work effectively with multiple priorities and deadlines;
  • Creative problem solver;
  • Possess strong skills in Microsoft Office Suite (MS Excel, MS Word and PowerPoint) – intermediate to advance level;
  • ERP System Report Writing acumen;
  • Knowledge of US Government regulations including Uniform Guidance.
  • The successful candidate will be required to pass a background check.
