The Chief of Party for the USAID Sustainable HIV Response from Technical Assistance (SHIFT) project is responsible for the overall management of the USAID contract award. In addition, he/she shall be responsible for the supervision of all aspects of contract work, including consultant identification and management, dissemination of information, submission of reports, and other contract deliverables. The Chief of Party is expected to liaise with senior government of Vietnam (GVN) officials and other Vietnamese stakeholders. He/she shall be responsible for ensuring that SHIFT technical assistance (TA) provided will be effective in the Vietnamese context. The Chief of Party should take an active role in organizing consultancies to ensure that the interests of USAID are best served at the lowest possible price. The Chief of Party shall collaborate with the USAID Contracting Officer’s Representative (COR) and USAID Contracting Officer in carrying out SHIFT project activities. Job tasks are illustrated below.
- Provide overall project leadership and management, and lead and/or contribute to program strategy development and activity design.Oversee the technical direction and technical operations of the project, working in coordination with the project’s Technical Director and technical unit directors, managers, and coordinators, and directly oversee the Test, Treat, Technical Assistance Coordination/Health Systems Strengthening (TAC/HSS), and Informatics technical units.
- Oversee and support annual project work plan development, ensuring work plans are submitted by USAID-established deadlines, and oversee and monitor execution to ensure completion of activities on schedule and within budget.
- Oversee the acquisition and management of international and local technical assistance that supports successful program execution, in alignment with USAID expectations.
- Ensure that required reports and other project deliverables are submitted on time and meet high quality standards.
- Coordinate a matrix management approach for capacity building, support, and oversight of technical staff.
- Promote talent and skill development and team building and implements best practices in management and supervision.
- Establishes, serves and maintains partnerships with internal and external stakeholders for work plan development, implementation, and evaluation.
- Support the development of subcontracts, consulting agreements, and other contractual or procurement mechanisms that comply fully with FHI 360 and donor policies, procedures, and regulations, working in collaboration with the Director, Country Programs.
- Represents USAID SHIFT in meetings with donors and partners, such as USAID, CDC, MOH, WHO, and UN agencies, provincial health services, other INGOs and local NGOs.
- A minimum of 10 years of demonstrated experience working in HIV/AIDS and Tuberculosis prevention, care or treatment programs - 5 of those years shall be experience working directly on a PEPFAR funded program.
- Successful experience as a senior manager of complex program(s) that provided technical assistance to a developing country.
