The Director, HR Business Advisor for US Programs (USP) and the Save the Children Action Network (SCAN) will provide HR leadership advice and counsel to the USP and SCAN divisions in support of the successful implementation of the Agency’s strategic goals. As a Human Resource Advisor, this incumbent partners with the USP Vice President and Senior Leadership Team and acts as a partner and internal consultant to management by analyzing HR issues and challenges and proposing clear, practical solutions. The incumbent is responsible for helping to develop and execute short and long term strategies to ensure that the division has the systems and processes to attract, develop and retain highly qualified employees.

Areas of Responsibility: 

Essential Duties, Responsibilities And Impact

Lead the HR efforts and work with senior divisional management in the client group to adapt and implement HR programs for sourcing, recruiting, leadership and workforce development, performance management, compensation and benefits, employee relations and talent review and mobility. Build HR management and development capacity among client management. Be the first point of contact for guidance and resolution of HR management issues.

Performance Management – Support managers through the performance appraisal process each year including guidance in setting performance expectations, employee development plans and communications; assist managers in assessing employee performance and addressing deficiencies. (15%)

Employee Relations – Establish strong engagement across the USP and SCAN organizations including Head Start and act as key contact and resource for the broad range of HR matters from policy communications and interpretation to relationship and change management. Utilize and refer to HR resources such as the Centers of Expertise and the HR Answer Desk. (20%)

Talent Management – Gain thorough understanding of USP and SCAN organizational capability and individual competency needs and help senior leadership build strategy and implementation for talent development, leadership development, succession planning, etc. (10%)

Recruiting – Overall accountability to support management getting the right people in the right jobs at the right time. Understand current and future staffing needs; support building pools of ready candidates through internal succession planning and external market knowledge. Work closely with hiring managers to ensure the right organization structure, right job descriptions and grading. Ensure the successful onboarding of new staff and new programs. (15%)

Staff Management – Provide strategic and tactical direction to Head Start Human Resources staff. Directly manage and mentor Associate Director, HR BA to support the Head Start unit. Set goals, define scope of work and oversee project deliverables and ensure quality output. (15%)

Organizational Design and Change Management – Provide overall leadership and advice to the divisional leadership team in designing organizational structure in alignment with Agency and divisional strategies. Partner with the leadership team to effectively manage change and transition and ensure that the HR perspectives and compliance to agency procedures and other legal standards are considered. Handle employee relations issues as a result of change and transition activities. (15%)

Policy and Compliance: Ensure compliance with Agency, State and Program-wide policies, labor codes and standards. Team with the HR Business Advisory staff to provide a united, consistent, Agency-wide HR approach to the clients. Provide expert guidance on grievances, disciplinary issues and child safeguarding protocols. (10%)

Educational Background: 
A bachelor's degree and 10+ years of HR management experience 
Skills/Experience: 
  • Ability and willingness to travel up to 25% of the time 
  • Well-developed skills in at least three of the following areas: learning and development, resourcing, compensation and benefits, employee relations and communications. 
  • Able to successfully work with minimal support resources and able to influence HR outcomes with minimal process or intervention. 
  • Self-evident interpersonal skills that cause senior management to seek their help or counsel in resolving people issues. 
  • Strong analytical and problem solving skills 
  • Able to think creatively and strategically, overcome obstacles to cooperation and progress 
  • Excellent organizational and interpersonal skills 
  • Able to work collaboratively with many different teams and individuals 
  • Excellent communication and presentation skills 
  • Practical outlook, flexible and creative 
  • PHR/SPHR certification preferred
